Capacity-buliding is gradually becoming the focus of the era of knowledge-economy now. Especially, the problem-solving ability becomes an important standard to measure today’s talents. Many experts at home and aboard have done researches in developing problem-solving ability. However, teachers in our country mainly focus on examination education instead of ability-cultivating, therefore, how to take the ability-cultivating into account the examination-oriented education environment has been to be an actively exploring the subject of Chinese scholars, yet the rapid development of information technology and network technology provide new paths to new teaching design and solutions of cultivating abilities of students.By investigating the literature of problem-solving ability, information technology and curriculum integration, instructional design and so on, we find that taking advantage of information technology into the real teaching process and letting students solve problems real situations, furthermore, accompanying them with scientific guiding, are efficient in cultivating their abilities. Thus, this study combined with Newell and Simon problem space theory is applied to the problem solving process, which is taken as the core of instructional design in the teaching process. To this end, we put forward suitable principle of physics teaching design for developing students’ ability based on the characteristics of students’ learning and physics course of junior high school, on which basis we design a whole teaching design model for cultivation of problem-solving ability of junior high school physics.According to the design ideas and patterns, we designed a specific teaching case and put it into practice, then we analyze implementation of teaching results by the evaluation of students’ self-regulated, classroom observation evaluation and Immex-c for data analysis, which sufficiently demonstrated the effectiveness and feasibility of practical teaching.
