Mobile learning opened the new space for distance learning and enable learners to really get rid of the limit of time and space. And it can meet the needs of people in the era of knowledge economy, become an newly important way to learn, and can provide help for the construction of lifelong learning society. The interactive mobile learning platform of Yunnan Open University WebApp conforms to the requirements of the times. And it will provide an efficient, practical and can learn whenever and wherever possible for learners.The interactive mobile learning platform of Yunnan Open University WebApp has been completed at present. But there are some problems about resources, form, the unreasonable content of course, the uneven quality. If there is not high quality of mobile learning resources to match with the interactive mobile learning platform of Yunnan Open University WebApp, it can not meet the learning needs of learners even if the function of the platform is rich. After all, what the students learn is the resources.The paper, based on a large number of domestic and foreign mobile learning literature, clarify the present situation of domestic and foreign countries of the mobile learning and mobile learning resources research. Summarizing the concept and characteristics of mobile learning and mobile learning resources. The standards designing the resources in the interactive mobile learning platform of Yunnan Open University WebApp is put forward under the SCORM standard and CELTS-41 norm. On the basis of the demand of mobile learning resources and case study, the design principles of mobile learning resources in Yunnan Open University are put forward. Referring to the design and development process of mobile learning resources proposed by Huang Ronghuai and combined with the actual situation of Yunnan Open University, the paper is to design model of mobile learning resources in Yunnan Open Universityfrom the perspective of ADDIE model. At last, let the "composition of mobile phone photography" as the example in accordance with the referential standards and designing standards of Mobile Learning Resource of Yunnan Open University. Applying the theory to practice.
