With the development of our country’s economy, people’s demand for quality education resources is increasing.However, due to historical reasons, the development of basic education in China has a great imbalance.The educational quality of the region and the gap between the educational resources are relatively large, and the quality education resources are relatively scarce.There is an outstanding contradiction between the parents expectation of children going to famous school to receive quality education resources and the relatively scarce quality resources. The "Hunting for Famous School" is becoming a hot issue. How to solve the problem of the scarcity of high quality educational resources in the area came into being. All over the country in order to promote the balanced development of regional quality education resources, to increase the quality of education, and to alleviate the school hot issues, different levels of education reform and exploration are carried out,among which the effect of elite group of schools is significant. During the development of elite group of schools, it is of significance to establish a scientific and perfect operation mechanism. The operating mechanism of the elite group determines its schooling effectiveness and its future development.In this study, the operation mechanism of the group of elite schools is studied by means of literature research, interview and case study. To Guilin, a education group as a case by the investigation of Guilin city a education group, it analyzes the current situation of Guilin city a education group operating mechanism as well as the problems, and put forward to perfect the elite group of school running mechanism, in the hope of providing some help to the development of the elite group and combining with related theories.The full text is divided into five chapters:the first chapter is the introduction.It mainly introduces the background of the topic, the domestic and international relevant research status, the problem, the significance of research and research design. The second chapter is the basic concepts and theoretical basis. This paper mainly expounds the concept of education group, elite education group and operation mechanism, analyzes the four theories of the modern school system, name brand effect, scale economy and excitation. The third chapter is an overview of the elite group of school running mechanism. It expounds the basic education elite group of schools of three elements:government, schools and weak school on the basis of the five big operating mechanism of elite education group:decision making mechanism, communication mechanism, incentive mechanism, resources sharing and co-ordination mechanism and performance evaluation mechanism. The fourth chapter and the fifth chapter is a Guilin City Education Group operating mechanism present situation, problem analysis and countermeasures. This thesis presents the current situation and problems of Guilin A Education Group by means of the interviews with headmasters and teachers from four schools. Among famous education groups, the study of school charters of A Education Group and studies of relevant literature through other collecting channels. Oriented by the question, this theses analyzes four reasons including imperfection of school chapters, unclear government functions, worries from school development, and the lack of strategies of weak schools,against the background questions such as the low-leveled democratization of decision, the shortage of prefect negotiation channels and motivation policies, the unreasonable share and balance of resources, and the lack of assessment,supervision and feedback.And its theory is based on the problems and put forward the improvement of the elite group of schools. Advice to government departments is to increase the policy and financial support to implement the education group education supervision policy, to construct parent participation in the evaluation and supervision mechanism, to establish the performance evaluation system of rewards and punishments, to improve the understanding of the idea of elite. Suggestions of elite education group are to further improve the group school regulation, construct the democratic management mechanism, to build a network communication platform, to improve the group’s internal resources sharing and co-ordination mechanism.
