Research On The Operating Mechanism Of Private Schools Running In Groups

Public education is the decisive factor to ensure the balance of education,while private education,as an important part of China's education system,is an important means to meet the diverse educational needs of the people.With the support and encouragement of a series of policies,many private schools,on the basis of accumulating enough experience in running schools and growing stronger,creatively draw lessons from the operation mode of enterprise groups and start running schools in groups.In theory,collectivization is a form of resource integration,which plays a certain advantage in improving school management efficiency,expanding the radiation of high-quality resources and enhancing the efficiency of government supervision.Collectivization of private schools is a private legal person behavior of non-profit organizations under the leadership of the government.In August 2018,the draft of the amendment to the law on the promotion of private education explicitly mentioned the need to standardize the collectivization of private schools.In the process of collectivization of private schools,the establishment of a scientific and perfect operation mechanism and its effective implementation is the key to the standardized development of private education groups.Only by attaching importance to the establishment and standardized operation of internal mechanism can the healthy and orderly development of private schools be promoted.This study follows the research paradigm of "should-actual-nature",with literature analysis method,case study method and field investigation method as the main research methods,and on the theoretical basis,the specific methods of literature review,field interview and data analysis are adopted to form tripartite mutual evidence,so as to ensure the effectiveness of data acquisition.In this paper,H education group is selected as a case study.In recent years,H education group is gradually expanding from a single school to an education group through collectivization,and continuously improving and expanding.H education group is a trans-regional school.In the process of collectization,it has established the operating mechanism of the education group by drawing on experience,introducing the guidance of expert teams and combining with its own special practical conditions,and continuously found problems and improved them in the process of operation.According to the research,the current operating mechanism framework of H education group has been generally established,including the establishment of a clear group charter;Set up a communication department with specially-assigned personnel;In the process of development,the implementation of diversified incentive methods gradually derived the group school culture that highlights its own value.The operating mechanism of H education group helpshighlight its unique advantages in school enrollment,teacher training and teaching quality.Admittedly,H education group also faces some implementation difficulties and urgent problems in the process of operating the mechanism: the actual operation of the organizational decision-making mechanism is lack of norms,the group has a low degree of democratization,and it ignores the use of formal communication channels.The main body of supervision is single and the evaluation standard lacks objectivity.In the aspect of teacher training,there are still some difficulties such as insufficient development of teachers and unstable structure.In addition,the government's attitude towards the collectivization of private schools is unclear and the management is lacking.In view of the problems existing in the operation mechanism of collectivization of private schools,this study believes that private schools should pay enough attention to the construction and implementation of the operation mechanism.First,we should establish a systematic,transparent and unimpeded democratic communication and decision-making mechanism,promote decision-making methods with high degree of democratic participation,and establish and effectively use formal communication channels.Secondly,we should improve the overall planning and training of teacher resources,build an inter-school teacher learning community,promote teacher professional development,and establish an incentive mechanism for the coexistence of system and temperature.Furthermore,we should improve the supervision and evaluation mechanism of the group,establish the system of the board of supervisors,ensure the independent status of the board of supervisors,formulate scientific supervision standards,and guarantee the impartiality and objectivity of the evaluation.In addition,to strengthen the government's understanding of its own role,the government needs to remove the "colored glasses" on private schools and ensure both support and supervision.
