In recent years, due to the imbalance between urban and rural economic development, in preschool education development, the differences between urban and rural is widening. In our country, because of the preschool education is not belongs to the category of the nine-year compulsory education, and thus the corresponding education resources is also the lack of preschool children in the kindergarten, there exist many problems. For all levels of government, preschool education resources reasonable allocation relations to the vital interests of millions of pre-school children and parents, is a major problem of the people’s livelihood. Current our country government related department to develop the attitude of the preschool education is actively encourage and support, hope to be able to get help from all sectors of society, in order to achieve more kindergarten creation and education, as much as possible to reduce the urban and rural pre-school education development level between the gap and realize urban and rural areas as a whole, the reasonable layout of one of the important ways and means. For example, you can through the merger and transformation of weak kindergarten, children education collectivization development, realize the education teaching resources complementary advantages, so as to improve the level of school-running in early childhood education. Preschool education group as an important organizational form of preschool education institutions, people have much understanding of its limitations.
