Education Group: Situation, Mechanism And Prospects

In the trend of global education privatization, it is a rational option for school runners to pay attention to resources operation and distribution, further seeking an effective form of school running. As an emerging organization of school running, Education Group is a new exploration and practice in the system reform of school running. On the base of literature analysis and case researches, this paper analyzes the whole development situation, operation mechanism, development prospects of Education Group, and its common features of school running. Currently, there are six types of Education Group, these are Enterprise-supported type, Government-controlled type, School-converted type, Stock-financed type, Accumulating type and Brand-transplanted type. By organization designs and system arrangements, various institutions of Education Group work in cooperation with a due division of labor and share resources. This is beneficial to improve the standardization and specialization of management, to achieve economies of scale and economies of scope, to reduce the transaction cost. The development of Education Group has made positive explorations not only in introducing market mechanism into education, but also in our system reform of educational management, which makes a model for improving the traditional form of school running. However, such restrained conditions as capital, management and property right must be met to help Education Group become an effective school running form.
