There are still drawbacks of learning assessment during the Informatization Educational process: focusing on knowledge and memory, paying too much attention to examining the factual content and doing varies of summarize evaluation and so on. As the com-pass of learning, the concept of learning evaluation, modalities, carriers and other profound impact on student learning values and learning result. Given the current situation away from the current learning assessment and learning essence, this study set out to the nature of learning, and proposed a concept of understanding-based learning assessment. College students are the country’s future, their learning effect and knowledge structure affect the social development. Therefore, this study aims to solve these questions, "what is understanding-based learning assessment ", "How to evaluate students’ learning outcome from the perspective of understanding."Learning evaluation around understanding aims at regarding students in-depth understanding of knowledge as the core value; charging the core knowledge as the assessment carrier; taking understanding level as the evaluation standard; creating a learning environment and implementing process assessment to promote understanding. Students’ knowledge and cognitive structure are the important symbols of understanding level. The key to evaluate the understanding is judging the cognitive structure from explicit learning behavior. Professor Biggs and Collis proposed the structure of observed learning outcome(SOLO) taxonomy to observe students’ cognitive through the results of learning behavior. And the model consists of 5 levels of understanding from low to high: pre-structure, uni-structure, multi-structure, relational and extender abstract.When answering a major question, college students often use these types: texts, tables, and graphics. We take the answering types as the primary indexes, the levels of understanding based on SOLO as secondary indexes to constrect the leasring assessment framework around understanding combined with the feature of the answer to all levels. Later, based on Delphi method, build the students’ understanding level evaluation framework. And then, select a course as application case and give a specific application example from how to design the evaluation content, analyze previous understanding, analyze understanding after learning.Assessing understanding is difficult and complicated, while it’s of great importance to shift assessment around understanding. There are three conclusions about the study.First of all, combine the SOLO classification theory with understanding and find a clear way to evaluate understanding. Second, the application shows that assessment framework based on SOLO is applicable and clear in measuring understanding in different representation ways of understanding.Finally, learning assessment around understanding provides a more complete evaluation for students’ learning outcome. In addition, the application of the assessment framework on the course "Educational Technology freshman seminar" also provides a template for the later empirical research of assessing understanding level of students.
