Since the Eighteenth Congress, the CPC Central Committee with comrade XI Jinping as General Secretary is adhering to taking the road of world level modern education with Chinese characteristics, emphasizing on promoting fairness, and improving the quality,with priority to the development, reform, and innovation as important guarantee, and promotes education and everyone out of education. As County High Schools of the main position of education reform, how to be able to keep up with the pulse of the times in education reform, has become the top concern which every schoolmaster must think twice. Teachers are the key to the development of a school, and the whole quality of teachers will determine the future development of a school, affecting a region or even the improvement of a country’s education quality, so the construction of teachers in comprehensive, high quality and efficient aspects cannot be overemphasized. Due to being restricted by the factors of region, economy, society, culture and policy, County Schools’ development lags far behind city schools and especially the lack of talent and information miscommunication makes County Schools develop more slowly in training the whole staff, which has seriously affected the development of educational modernization as well as social harmony and progress. The strengthening of population mobility, and the changes of population policies and exam policy may lead to reconfigure education resources in the country, and at the same time lead to the direct conflict of interest between the county and city schools. Therefore, many counties are concentrating all the educational resources to create a carrier-grade school. These carrier-grade schools’ rapid development has given schools a lot problems, especially the problems in the development of teachers’ team construction is very worthy of serious study.The main aims of this article is to solve the problems existing in teachers’ team construction of the continually progressing schools, so the first task is to understand the present status of the continually progressing County high school, and then analyze the causes of the problems existing in the construction.In the end the efficient strategies and proposals will be presented.In this paper, these research methods are used such as document analysis, questionnaire survey, interviews and comparative law. To enable more intuitive, we chose Experimental Middle School of Xuchang County and Third senior middle school of Xuchang Country as the objects of study, through in-depth research, analysis of the above issues raised within the research, hoping to provide those who are or are about to take the road of continually progressing the development of schools for reference.
