Nowadays, with the rapid development of society, the socialization of production makes the division of labor more detailed. Meanwhile, with the status of culture in the comprehensive national strength competition more and more prominent, the diversified development of culture has been included in the ranks of the division of labor and is gradually promoted to a new height. Education is the foundation of one country; What’s more, the rise and fall of a country mainly depend on education. Just as a saying goes," In one hundred, education, prosperity, in education". Education culture is the basis of the multicultural education. Teachers do, education on the line; teachers can not, education will not work as well. Teachers are regarded as the implementer of education activities, and their own professional development has been more and more stringent requirements. Every teacher dreams of achieving success in their professional development, so do many ideological and moral teachers (hereinafter referred to as the "moral teachers"). However, due to the lack of understanding of the connotation of professional development, lack of management in the system, the differences in regional development, etc. rural junior middle school teachers’professional development has been in a weak position. Discipline, leadership and self contempt usurper burnout are many obstacles in front of the cross. How to make the rural ideological and moral teachers stay, gain development and respected is the original intention and ultimate goal of this research.In this paper, the concept of professional development of teachers is defined by the method of literature analysis; the author researches and analyses the situation of rural junior high school teachers’ professional development through the methods of questionnaire survey, interviews and so on, in order to find out the existing problems. On this basis, the author tries to put forward the corresponding measures to solve the problem from the two aspects of internal and external causes.
