Research On The Practice Of Community Negotiation In Urban Community

With the acceleration of industrialization and urbanization in China and the advancement of modernization and globalization,today ' s social issues have become increasingly complicated and diversified.Under this background,traditional methods of social governance have not been able to adapt to new changes in the situation.Governments and party organizations at all levels have proposed the requirements for changing governance methods,actively explored the institutional reform of decentralization,and innovated traditional methods of community governance.This process gradually evolved some of the development model of community governance.However,most of these new models have some flaws.Some problems have emerged such as the relatively simple participation of subjects,the over-administration of community governments,and the lack of awareness of residents' participation.As an institutional innovation in grass-roots community governance,the emergence of community consultation has helped to promote a centralized,single-line community governance system to a decentralized,meshed transformation,to coordinate the conflicts and conflicts of community members' interests,and to broaden the community.The participation of members and the promotion of residents' sense of participation and sense of belonging are of great significance.From an academic point of view,community consultation belongs to the category of public policy management,but it is also a manifestation of the political connotation of “deliberative democracy” in the community.It is an effective way of community governance.This study starts from the concept of community and community consultation,and revolves around the research theme of “ How urban communities conduct community consultation practice”.It conducts case studies and summaries on the community consultation development of nine communities in some streets of Beijing,and develops them from urban communities.The content of community consultation practice,the way of negotiation and the effect achieved have carried out relevant research on the practice of community consultations conducted by urban communities,and attempted to summarize the modes and mechanisms of the implementation of community consultation in different types of urban communities.In order to discover the problems existing in the practice of community consultation in urban communities and make relevant recommendations.In terms of researching countermeasures and suggestions,the government has proposed to the government on policies such as optimizing the policy environment,clarifying government responsibilities,promoting diversified participation,and establishing a consultation mechanism;in the specific practice,it has proposed to the community a clear role for the community government,broadening the channels for residents to participate,and nurturing Social organizations,giving full play to the social work advantages and other practical suggestions,with a view to promoting urban communities to further carry out urban community consultations,improve the external environment of the community,and promote internal community harmony.
