In our country to improve the ability to solve chemical problems is the chemistry curriculum requirements, but also an important part of basic education reform and development. The wide application of chemical knowledge and the function of chemical education require students to learn how to solve the problem of chemistry. The ability of students to solve problems is closely related to the level of meta-cognitive skills.This research is devoted to the development of a useful questionnaire to measure students’ meta-cognitive skills in solving chemistry problems. Comparative meta-cognitive skills between High-achievers and Low- achievers in High School and presented some appropriate methods to help students improve meta-cognitive skills.There are five parts in the study. Part Ⅰ is introduction. It mainly explained research ideas, meaning, questions design and methods. Part II is the literature review, interpreted the core concepts of "Chemistry teachers’ cognitive skills ", "inefficient students" and so on. Part Ⅲ is the questionnaire preparation and implementation of this study. Part Ⅳ is processing the data and the research conclusion. Part Ⅴ is the summary, includes research findings, research gaps and further research directions.The conclusions of this study are as follows:1. Meta-cognitive skills include six parts, which are plan preparation, consciousness, method, implementation, feedback, remedial and summary.2. the excellent students were significant high in the five aspects than the ordinary students except consciousness.3. There is no significant difference between boys and girls in meta-cognitive skills.4. There is no significant difference between the students in different grades except for the method of meta-cognitive skills and execution.We must pay attention to the cultivation of high school students’ Meta-cognitive skills. For teachers, they should first improve their meta-cognitive level, Schools must be trained teachers to enhance their meta-cognitive level, to enhance teachers’ meta— cognitive level so as to improve students’ meta-cognitive skills. For the students, we should strengthen the students’ meta-cognitive skills. Meta-cognitive skills can be improved by meta memory, meta comprehension, self regulation and schema training.
