Under the trend of higher requirements for the individual development, more unbalanced phenomenons in students’learning, and further demands for the reform of basic education, it is necessary and possible to improve and reconstruct the core of basic education quality. The purpose of this study is to explore and build the new development model called Biological Learning Power (BLP). It is the real measure of citizen’s life science attribute, which could be more than biological ability or biological literacy. This new model can vigorously pursue the deepen reform of biology curriculum, promote diversification and individuation to the construction of biology subjects, and cultivate more biological talents.This study adopts the technology roadmap of "Theory-Investigation-Countermeasure". We use the literature survey method to generalize and analyze, and construct the theoretical system of this study to provide theoretical support and basis for the next empirical research. Using the questionnaire investigation to collect the data of students’BPL, and verify the research hypothesis; meanwhile, in order to add materials and evidence, we use interviewing method to obtain some qualitative information. Then put forward some suitable countermeasures to promote students’BLP according to the empirical results. Based on the roadmap, this paper is composed by five chapters:The Chapter One is introduction. This part illustrates the background, relevant study achievements and deficiencies, purpose and significance of this study; determine three core problems, five hypotheses and four support theories within philosophy, education, psychology and natural science; set the research design.The Chapter Two is theoretical study. This part clarifies the definition of BLP, which is the internal energy that students finish their biology studies, achieve their biology learning objectives and form lifelong learning personality. It has six elements:Knowledge-Experience, Strategy-Introspection, Will-Enterprise, Practice-Activity, Cooperation-Communication and Criticism-Creativity. The model of BLP is double helix structure, the mechanism includes the individual BLP energy budget equation and the group BLP annular energy field.The Chapter Three is investigation study. This part designs a survey instrument of likert five self-rating scale based on the SLP indicators table. Then tested 1011 senior school students in Zhejiang province in China by the revised scale. The data is analyzed with Classical Test Theory and Item Response Theory. The results indicated that senior school students’BLP is positive skew distribution, most students stay at middle and lower level. The BLP level of female students is more stable than boys, senior three students are higher than senior two students, and there exists significant regional differences. All students perform best in Will-Enterprise, worst in Practice-Activity and Criticism-Creativity; there are significant gender, grade and regional differences in some elements. Students’BLP is related to their academic achievement at the top and middle rank. The flow direction of BLP is family members or classmates, other friends, teachers, strangers in need, which will be influenced by individual BLP level and interpersonal closeness degree.The Chapter Four is counter-measure study. This part offers three level promotion counter-measures in micro, medium and macro levels:suggest teachers instruct autonomous learning, cooperative learning and inquiry learning in the classroom teaching; suggest school leaders use hierarchical system, class selection system and tutorial system in school management; suggest local educational administrative staff implement humanistic education, E-education and ecological education in education policy.The Chapter Five is conclusion. This part summarizes the study results of theory, investigation and Countermeasure three parts, reflects the shortcomings of this study, and looks forward to the future study.
