The appearance and development of non-custodial penalty is a sign of social development and civilization. With the reform of the judicial system in recent years, community correction, the representative of the non-confinement penalty, ushered in the new opportunity and got a rapid development.Since the first pilot in 2003, China’s Community correction has accumulated rich experience and formed various of development models consisting with regional actualities. Based on the guide of Measures for the implementation of community correction issued by the national authority and their own actual situations, different regions issued implementation details and thus formed a working mode of leadership of the judicial administrative organs, cooperation between the courts and the public security organs and supervision of the procuratorial organs as well as a comparatively perfect working system and process of pre-sentence investigation and evaluation, reception of correction, implementation and management, corrections relief, etc. Nowadays since the non-custodial penalty has become the mainstream, the implementation of community corrections has made important contributions to not only achieving the punishment of criminals, but also helping them adapt to and ultimately integrate into the society.Pleased for today’s result, we should also see that in the implementation of Community correction,there are still a variety of problems, which seriously affect the effectiveness of community correction and the re-socialization of the correction offenders.Since entering W Judicial office of L District Justice Bureau in July 2014, the author has worked as an intern social worker there for up to a year and a half, during which the author has adopted methods such as questionnaire, observation, interview to collect data from the correction offenders, judicial staff, communities, etc, and analyzed the information.Starting from the point of helping the correction offenders with their re-socialization, this paper analyze the subjective and objective factors affecting the re-socialization of the correction offenders, found their difficulties in employment, interpersonal relationship and conflict resolution during the actual progress. By exploring the combination method of case social work and community correction by case study, an intervention process and working method was formed. In this process, first by reception assessment, the correction offenders’problems could be found; then a problem-focused correction plan is made; next, the plan is carried out to solve the problem; then re-evaluate the offender;finally, settle and offer follow-up service.In the process of practice, the author found that the case study of social work played a positive effect in helping correction offenders understand and accept themselves, restoring their self-esteems and self-confidences, establishing social support networks, forming good interpersonal relationships, expanding community resources, integrating into community activities and so on. At the same time, however, the author also felt incapable for the serious administrative tend, the vacant community service, the low degree of specialization and professionalization of the working staff and the difficulties in social workers’role positioning and being administrated of them. professional level of the staff is low, the role of the social worker is difficult to locate, and the problems can not be managed.However,the administrative tendency serious, Community Service Vacancy and professional staff of low level of professionalism, social role and is administrative.Based on the research above, this paper proposed targeted recommendations from several aspects like establishing skill training centers or behavior correction centers, advocating combination of paid work and unpaid labor, arousing the enthusiasm of state-owned enterprises and the society, cultivating social work institutions, strengthening the training and examination of social workers, etc. with the hope of offering some helps for the future practice of case work intervening in the practice of community correction.
