Since reform and opening up, the scale of floating population increases with aggravative imbalance of regional development and reform on the household registration system, as well as the rapid development of urbanization. The earliest floating population dominated by agricultrual registration, but the population structure of the city showing some significant changes in recent years, and there is substantial increase in the proportion of urban registration. The two groups are different in individual characteristics, employment structure, reason of migration and other aspects Thus, the distinction of migrated population between migrant workers and migrant citizens has important theoretical and practical significance. Aim to build theoretical framework that more tailored to Chinese conditions to study the various factors of different groups on the migration destination of choice to consider. Besides, the basis for local governments to develop strategies to attract talent can be provided.Based on the domestic and international migration theories and empirical research, the paper use section data for 2012 of "China Family Panel Studies (CFPS)" topics to compare migrant workers and migrant citizens of the province or inter-provincial range and to analyse the migration probability of individual characteristics and macroscopic indicators.Firstly I tested different groups of migrants before distinguished between the province and inter-provincial migration. It obtained that the migration behavior of migrant workers will be affected by many macro variables and individual characteristics, but many indicators to migrant citizens lack significance. Then, it concluded that migrant workers will consider more factors to make decisions based on their age in the province migration, marital status and education level with respect to citizen groups. Household income will also be taken into account; Family income, non agricultural vocational factors to migration behavior of the two groups have some explanatory power, but the explaining direction of educational factor on the two populations are opposite. After joining the macroeconomic factors to inter-provincial migration, the overall explanatory power are improved significantly, as well as the individual factors of migrant citizens; Industrial structure, wages, unemployment and green indicators on the migration behavior of the two groups have different interpretations;Finally, the paper provides potential migrants different migration strategies, and different recommendations of manpower policy from angles of both immigrant and emigrant areas. For example, the government can implement labor protection, give firms tax incentives to protect the legitimate rights and interests of women workers, and establish housing program for immigrant population, provide preferential housing loans for protection of family migration in the immigrant areas; Do better in industrial acceptance and provide facilitate employment and entrepreneurial environment to reflux brain.
