With the advent of the information age, a new learning approach – the mobile learning(M-learning) has become popular currently, because it enables people to make full use of fragmented time to learn by means of mobile communication devices anytime anywhere. Given the phenomena of the slow M-learning technological innovation and the uneven quality of M-learning products in the market, it is an urgent issue to promote the mature, systematic, rule-based, and rapid development of M-learning by giving full play to its advantages.Based on literature review, the paper systematically studied the origin and foundation of the learning theory of constructivism, and found out the connections between the constructivism learning theory and the M-learning. It follows that the M-learning is a specific practice of the constructivism learning theory. Afterwards, with the Constructivism as its theoretical framework, the paper analyzed the “situation”,“cooperation and conversation” and “sense making” factors of the M-learning. In the inductive research method, the paper carried out an M-learning questionnaire survey which took citizens in Changchun as samples. With reference to the survey findings and the national conditions of China, the paper pointed out the main limiting factors of the M-learning development and put forward M-learning development strategies in China,which will provide theoretical guidance for the relevant technology research, terminal software development, curriculum research and standardization study of the M-learning in China, and will shed lights on development prospects of the M-learning in China.The paper also linked the constructivism-based M-learning to the corporate training. Taking a certain corporate as an example, the paper came up with the designscheme of an M-learning training APP suitable for the corporate, which provided a reference for the cross-platform development of the M-learning.
