Because the well control operation of oil field takes a certain risk, and fault tolerance rate is low, the oil field operation workers need to be trained according to the strict standard. Traditional training methods have a low degree of freedom in time and space, and it is difficult to create the training situation and many other problems, the use of virtual reality training system can make learners may face the realistic situation to get an intuitive impression.The situational learning theory and Gagne’s hierarchy of learning theory, the tower of experience, skills transfer theory is studied, application situation of virtual reality based on learning strategy training, to promote skill migration for the purpose of constructing the learning hierarchy theory of well control safety education system model based on.In this paper, the design and development of the well controlled risk identification and response technology training system, skill transfer theory and its influencing factors were studied, for the purpose of promoting skill transfer with combining tower of experience and other learning theory to create the key factors in this virtual reality training system. Through the analysis of well controlled risk identification and response measures of the implementation of the operation process, to finish the design of the system function module.Through study and research, made some achievements, through the analysis of investigation and comparison, found that this system has achieved good training effect in practical application.
