The National Ministry of Education has proposed deepening educational reform, promoting the transformation and development of local colleges and Universities, constructing University of Applied Technology to provide a lot of necessary application-oriented high-level technical talents for the current industrial upgrading to respond to the Challenges to the current world economic development and requirements of industrial upgrading in China. Constructing Universities of Applied Technology can promote industrial upgrading and national economic development, facilitate Popularization of Higher Education, university classification management, completing the vocational education system.Accordingly, some places have started construction work with the encouragement of the state。The questions about what is the University of Applied Technology and how to build a University of Applied Technology are still in the exploratory stage, although the construction work has been carried out in many places. This study analyzes the realistic conditions of the construction of Universities of Applied Technology in China, including the social development and the development of Education. There are still some problems in the development of the University of Applied Technology in China, mainly in the development of the concept, the support system, the external environment and so on. On the analysis of the development process, measures and characteristics of the developed countries and regions, including Germany, Finland, the United Kingdom, this study summarizes the successful experiences, mainly including the accurate positioning of the University of Applied Technology,professional courses, practice teaching, teacher’s team, school enterprise cooperation and international education and complete guarantee system. Based on the above analysis,this paper puts forward the path of construction of the University of Applied Technology, that the University of Applied Technology must been seen as an independent school type and form its internal characteristics of the model, including the concept of running the school and the realization of the mechanism. The external support system mainly includes the policies and regulations, the fund input and the quality control system. On the basis of the macro design, this paper takes Hefei University as a case, analyzing the successful case of localization construction, and establishing a model for the construction of the University of Applied Technology in China.
