Since the World War II, many European governments payed more and more attention to technology development and the cultivation of skilled personnel because of the functions of science and technology in military, economic development.At the same time, with the advancement of industrialization, many European countries had got rapid economic development, the optimization and upgrading of industrial structure puts forward higher requirements on labors.Enterprise and society urgently needed a large number of good cultural foundation high- level professional and technical personnel who mastered the theoretical knowledge and practical abilities.By the late 1960 s, the needs of the industry to promote the engineering and technical personnel training were more and more intense.At this time, improving the level of talent cultivation, providing higher professional and technical personnel of education teaching became inevitable.University of applied sciences were founded under such background and requirements.University of applied sciences are relatively new,and the development of research in the University of applied sciences is shorter.In the beginning,they also met with a series of difficulties and challenges related to the late development and weak resource base, etc.But now University of applied sciences in many countries are developing better and the development of research has achieved great success.University of applied sciences are more and more important for the development of their own countries economy,science and technology.On February 26, 2014, the state council executive meeting decided to speed up the building of modern vocational education system and guide to transfer a group of regional universities into University of applied sciences.But how to do? The development of University of applied sciences in European could provide some reference and enlightenment to the transformation of Chinese colleges and universities.The main problem of this study was: application of university of science and technology in Europe is how to develop?The research mission, what difficulties and challenges they have met with, what policies and measures the governments and colleges and universities to take to overcome these problems?This study took literature method and policy analysis method to analyze higher the education policies about Universities of applied sciences in Switzerland, Germany, Norway, Finland, the C zech republic, Belgium.To understand the overall situation of research development of universities of applied sciences in European.Then the ca se study method was adopted to analyze the education policies and their functions in Finland and Switzerland in detail.The results are that the success of research development in universities of applied sciences were related to the following respects:First,the governments’ positive supported policies;second,the right defining of research in the universities of applied sciences;three,the reasonable layout of the structures;four,actively colleges industry cooperation.The enlightenment to the transformation of the newly built universities includes four aspects: first, change ideas;second, the active guiding policies;third, the special funds support;fourth, adjust the layout of colleges and universities,to strengthen regional development responsibility.
