A Research On The Path Of Guangxi Community Organizations Participating In Public Sports Service

With the improvement of the national overall life qualities, the way of life of residents is changing as well, and the residents’ demand for public sports service continues to grow. However, the contradiction between the lack of sports service and the increasing demand is becoming more and more intensive. Thus how to provide public sports services effectively becomes a new area of research scholars. As for the supply of public services, community organization plays a very important role, and it has an unparalleled role in meeting the needs of the residents of public sports service. Therefore, this paper uses the literature and interview method to do research on the situation of community organization in Guangxi participating in public sports services in the rural areas, by analyzing the difficulties it faces, the paper tries to explore a supply path of public services for community organizations, and to provide references for them. Here down are the result of the research:Ⅰ. The necessity for the community organization to participate the public sports service in rural area:To solve the unbalance of regional allocation of the sources of public sports service. When community organization participate in the public sports service, it can alleviate the problems of market failure of public sports service, and also can decrease the case of ethnic sports disorder. It can satisfy multiple demands for public sports service.Ⅱ. The advantages of community organizations participating in public sports service: Non-profit advantage when community organizations participating in public sports service; The advantage of flexibility advantages when community organizations participating in public sports service; The advantage of innovation when community organizations participating in public sports service; and the advantage of close to grass-roots units when community organizations participating in public sports service.Ⅲ. The particularities existing in rural public sports services in Guangxi mainly show on:1. Sources of funding for sports development is single, the sports development is uneven, conditions for sports development is immature, but the people’s enthusiasm for sports is much high.2. There are some advantages for the community organization to participate in public sports service, such as non-profit, flexibility, innovation and close to grass-roots units.Ⅳ. The main difficulties which community organization in Guangxi cannot extricate itself from when participating in rural public sports service are:1. In the aspect of government, they face the difficulties as inadequate laws and regulations, the lagged construction of law; the limit of traditional system; the unreasonable registration system present; cognitive deviation.2. Regards of community organization, they are trapped in the troubles such as low degree of organizational extent; insufficient funds; short of professional talents; unreasonable management; short of disclosure.3. As for the public, they are lack of civic and participation consciousness; people in the rural areas have large deviation of community organization.V. Paths can be chosen for the community organization participating the public sports service in the rural areas are:1. From the government side, it should improve laws and regulations, clearly define legal status of social organization; make an institutional innovation, and actively explore pluralistic governance; improve the construction of mechanisms to clarify the relationship between social organizations and government; correct understanding deviation, emphasizing the important role of social sports organization in the provision of public services supply.2. From community organizations side:Trying to enhance the degree of organization, strengthen self-construction of social organizations; efforts to improve financing ability, broaden financing channels; actively recruit professionals, establish long-term staff training mechanism; comprehensively sound management system, and form a good internal management model; emphasis on increasing visibility, establish a more open, transparent mechanism to provide public services to the public; to try to broaden the cooperative mode between community organization and government in participating in the rural public Sports service.3. From enterprises side:Enterprises can provide support to social organizations or money or in kind and technical personnel; they can do a help to the company in publicity through sponsorship; community organizations and enterprises work together with jointly marketing, which will form a virtuous circle to promote the development of public sports service; issuance of license, permit the enterprises to use its own identity in the process of promotion, thus to obtain funding used for rural public sports service.4. From the aspect of the public. We need to improve public awareness of participation, thus to lay a solid foundation for community organizations to participate in the public service; foster the volunteer team, develop the unique advantage of the volunteers; encourage individuals and enterprises to actively participate in the process of social service organizations, thereby forming a social atmosphere which all people are willing to be a volunteer.
