Motto is the intangible education assets formed in the process of long-term teaching practice. It’s the concision of school educational philosophy, the genelization of school characteristics, and the cultural card of school-running. It exerts a subtle influence on teachers and students. Wuxi city is the core aera of Wu culture locating in the south of Jiangsu province. The cultural traditions of advocating morality and respecting education plays an vital role in the practice of school-running, the expressions of motto and the constructions of motto culture.The paper bases on the regional characteristics of Wu culture and the historical trend of the construction of primary school motto culture, in combination with the theories of motto,the construction of high quality school and life education, and selects the primary school mottos in Wuxi city as the object to explore the characteristics and the problems from the angel of pedagogy, so as to put forward the suitability ideas of motto formulation and value promotion.The paper looks up the history materials of primary schools in Wuxi city to investigate the text characteristics of motto. The paper collects the motto informations of the 98 primary schools in Wuxi city, classifies and analyzes the 71 mottos which are collected. It turns out that there are four kinds of structure that are one words structure, two words structure, four words structure and a sentence structure, and two words is the main structure. It also turns out that there are three types of the content of motto which are spreading the life values, carrying forward the subjective consciousness and highlighting the modern concept, and it shows the tendency of advocating morality. Do questionnaire surveys in Yuhong primary school to find out the present situations of the understandings of teachers and students to school motto. It turns out that teachers have a good understanding to their school motto, and motto palys an important role in the formation of teaching culture and teaching behavior, but the difference between teachers is not obvious. It also turns out that students have a good understanding to their school motto, and motto palys an important role in their study and behavior, and the difference between senior students and middle age students is obvious. The present situations of the motto culture construction are as follows. First, the content of primary school motto shows the tendency of advocating morality. Second, motto becomes the cultural card in the educational practice. Third, the understandings of the motto among the front line teachers are not balanced. The fourth, motto spirit has certain degree of imbalances between the tradition and the innovation. The fifth, the educational value is not given full paly in the practice.The paper chooses four primary schools( Donglin primary school, Tianyi experimental primary school, Wuxi normal affiliated elementary school and Wu’ai primary school)to makefurther investigations, in order to refine some experiences valuable. There turns out four common experiences. These four mottos show the regional characteristics of Wu culture that advocating culture and respecting education, summarize the school-running characteristics,lead the school lives of both teachers and students in a positive way, and becomes the core mark of the school-running characteristics.The research shows that primary schools should pay attention to the constructions of motto culture. First, pay attention to the formulation of appropriate school motto through four ways which are researching the history and unique culture to summarize the school traditions,analyzing school’s current and future environment and conditions in a scientific way, asking a favor of school culture research units to give necessary guidances and drawing lessons from other social organizations’ precepts. Second, pay attention to the refine of the expressions of motto by holding fast to the motto spirit that all the teachers and students hold in common in order to avoid the interrupt of motto spirit, fusing teachers’ and students’ value of life and the motto spirit into a cohesive whole and keeping the balance between education localization and modernization. Third, pay attention to the reflection of motto in the school- running process by strengthening the leadership of the leading role of school culture, shaping school cultural environment guided by the motto spirit, combining the school motto and education activities effectively and promoting students’ identification of the school motto.
