The human resource management is an internal impetus to the development of universities. And salary system is the core content of human resource management. Under the background of the deepening reform in the system of income distribution of the institutions as well as the growing input into the universities for their development, universities in China have been faced with the issue of how to strengthen the innovative management of salary system. According to the literatures available, the researches into compensation system conducted by those universities in China have focused on the structure, level and motivational effect of the salary. Few of them have been devoted to the innovative management of salary system in those universities. Due to the difference in the system, there is limited experience for those universities in China to draw on, thus leading to the lack of the research into the innovative management of salary system. Based on more than 10 years’work experience in the innovative management of salary system in the university, the author has applied the concept and method of project management to the innovative management of salary system. The in-depth research into the scope and process of project management for the innovation in the salary system, the mode and structure for the management, the control over management objective as well as the evaluation of management effect will be also made.Firstly, the management system for innovative projects related to the salary system within the universities has been built. In order to realize the innovative management of salary system in a procedure and standardized manner, this paper has clearly defined the scope of project management based on the features of the innovative management of salary system with the guidance of the theories of project management. With the project objective being divided, the WBS of the project has been also made. According to the transitive relationship between work tasks, the work process of the management for innovative projects related to the salary system has been displayed in the form of flow chart.Secondly, the management mode and organizational structure of the innovative projects related to the salary system have been researched. After reviewing the two main management modes for the innovative management of salary system in those universities, this paper has proposed that the two traditional management modes can be combined in the new round of the reform in the income distribution. The project management mode can be adopted for the innovative management of the salary system in those universities. By analyzing some commonly-used organizational modes for project management, this paper has built the linear-functional organizational structure for the innovative projects related to salary system in those universities. Based on the three-level management for project organizational structure, this paper has also clearly allocated the responsibility for the personnel involved in the project organization.Thirdly, the control over the management objective for the innovative projects related to salary management in those universities has been researched. In order to facilitate the execution of objective management for those innovative projects related to salary system in the universities, this paper has made a study of the project from the perspective of progress control, quality control and risk control. With a complete plan for project progress being clearly designed, the schedule and Gantt charge for the project progress have been also laid out accordingly. After dividing the responsibility for the project quality control, this paper has pointed out the main points for quality control. After analyzing the policy risk, management risk, technical risk and financial risk which may exist in the innovative management of salary system, this paper has also provided the countermeasures.
