The "Internet+" plan has attracted many attention of the community, the "Internet+" Yimin service clearly pointed out to explore new supply of education. Online course has been an important form of learning. The existing assessment has a lot of drawbacks, Thus cause so many problems, such as the low-quality, of learning, the learners’weak motivation, and the high dropout rate of learners and many other issues. The application of peer assessment in online course, can, to some extent, promote learner to study more actively, can promote students’ learning process, and finally can improve the effect pf online learning. Many scholars, from home and abroad, has been conducted many systematic studies of peer assessment, such as the reliability and validity of peer assessment, the factors that influence peer assessment, the implementation process and the organization of peer assessment, the application of peer assessment in online Course and so on. They have made certain achievements, and explored a lot of methods and some experience that worth learning.This paper, based on the results of previous studies, Summarized the factors that influence the effect of peer assessment, analyzed the application status and existing problems of peer assessment. Combined with the characteristics and needs of online courses, the author proposed three types of peer assessment in online course, including peer scored activities, peer feedback activities and peer interactive activities. According to the features of different types of peer assessment, the author designed the activities of the three types of peer assessment, including the design of the purpose, the design of the task, the design of the criteria, the role of participants and the design of the implementation and the process of peer assessment. The author put forward some strategies in order to Guarantee the effective application of peer assessment in online courses, including environmental incentive strategy, motivation incentive strategy and capacity enhanced strategy. Finally, use the online course of "Introduction to Educational Technology" as an example, design programs of the implementation and test the application effect of peer assessment in the online course. The test show that, in general, the application of peer assessment in the online course is effective. At the last of the article, the author summarized the whole process of the study, pointed out the lack of study, and proposed the directions for further research.
