Study On The Reform Of The Separation Of Management And Operation Of Chinese Football Professional League

Along with the national government level for the latest reform of football industry in China, reform of Chinese football again to become our country sports reform breakthrough and commanding heights. Chinese football professional league management system reform in after initial, contradiction emergent period, stagnant period, now it is in reform assault period. To straighten out the relations between the government, the Chinese football association and the professional league, clear all parties specific management functions, improve and perfect the football league management system level, this paper uses the method of documentation, expert interview method, comparative analysis and case analysis, with the new public management theory, public choice theory, principal-agent theory as the theoretical basis, combines with precedent institution about the reform of separating management from operation in our country, has a research on Chinese football professional league separating management from operation which is going to tease out the process, results, the present situation and existing problems about the reform of the Chinese football league and digs out the difficulties and dilemma of the reform of separating management from operation. At last it draws lessons from foreign successful professional league football developed countries management experience and starts from the domestic actual situation, puts forward the specific measures on the reform of separating management from operation of Chinese football professional league. Hence, in this paper, the main conclusions are:The core of separating management from operation is the separation of government regulators and organizers functions. There are two meanings: first, separating general administration of sports and the Chinese football association; second, separating the Chinese football association and the professional league.Chinese football professional league management system reform results cannot be denied, well there are some shortcomings failed to be fundamentally solved, such as the property right subject is missing, excess administrative intervention, the market mechanism failure, the rule of law construction lag, the media and public opinion become estranged. These have caused the current situation of the reform of Chinese football league are organizational overlapping, the personnel structure is not reasonable, unreasonable share equity structure.Institutional structure, interest conflict and implementation mechanism are the difficulties of Chinese football league reform. Lack of system innovation results in uneven distribution of power between stakeholders, diversification of interest and generate multiple complex relationship directly affects the implementation of the reform of mechanism cannot carry forward. Above three impact on each other.Although there are different places on the organizational structure of western management system of professional league football developed countries, there are some characteristics are the same such as property rights belong to the club but in the league, the relationship about football association,the government and the professional league are independent. Revelation to our country is that the football professional reform should be fully expected planning; the native football league management system also meet their own culture and football development rules; a sound legal environment is the guarantee of healthy development of the professional league.Building the football professional league alliance with Chinese characteristics, expanding the football professional league alliance autonomy, realizing scientific and democratic decision-making regulation mode, attracting more social forces together to create new management system of football professional league are significant symbol of separating management from operation of Chinese football professional league.
