Reform in the realm of compulsory education should be put forward in parallel with the speeding up of the government function change. As a comprehensive reform pilot area, Pudong New Area seizes the opportunity to start the reform of Separating Management from Operation in the realm of compulsory education, with speeding up of the government function change as the driving force. Such a reform takes the entrust management as the general mode and both social assessment and learning community as the wings. It does have achieved certain substantial results, while at the same time arouses controversies. Amid the controversies, the driving force of the reform fades a little and the steps stagnate.This thesis believes that Separating Management from Operation is the basic orientation and goal of the reform in the realm of compulsory education. It is also a gradual process which needs fresh new driving force in different developing steps. While the new requirement and characteristic of localized balanced development of compulsory education in Pudong just give such driving force to deepen the reform of Separating Management from Operation. Based on Pudong's practice on the reform of Separating Management from Operation in compulsory education, this thesis analyzes the process, achievements and problems of the start of the reform induced from government function change. It holds and discusses further that localized balanced development of compulsory education give the driving force to deepen such reform. In the background of localized balanced development of compulsory education, this thesis defines the period aim, designs the corresponding practical mode and provides the strategies of Separating Management from Operation.
