Promoting the modernization of national governance system and ability was proposed by the Third Plenary Session of 18 th Central Committee of the CPC formally. In the context of system reform of national politics, the higher vocational education is an important component of modern vocational education system and human resource development and assumes a significant mission of cultivating the high-skilled talents with good comprehensive literacy and vocational skills which are needed critically by the front line of production, construction, management and service. Therefore, it must change the traditional management ideas and ways, construct the scientific and normative governance system and form the governance ability at a higher level.As an ancient civilized and a big developing country, India was in line with western countries earlier in the field of higher vocational education and brought in governance ideas and experiences of higher vocational education that deserves to be learnt from. Meanwhile, those developmental experiences and successful methods in the course of higher vocational education governance, especially the positive exploration such as establishment of special academy and active development of IT technical education, provide a reference with a high theoretical and practical value for dealing with the realistic problems of higher vocational education developments, clearing the practice direction of higher vocational education governance, realizing the overall objectives of promoting the modernization of national governance system and governance ability.This research stated the history of Indian’s higher vocational education governance and analyzed the governance features and summarized the successful governance experiences. Those experiences included several parts as follows: setting up colleges with features, promoting its service ability to industry updating; playing the dominated role of government, bringing in the social powers to run schools; researching the national professional standards at a international level, constructing the quality management system of higher vocational education; pushing the construction of law system, optimizing the policy environment of higher vocational education. Meanwhile, this research put forward several thoughts for implementing the higher vocational education governance in China according to the practical governance conditions of the higher vocational education.Firstly, the higher vocational education in China must focus on dealing with its developmental bottleneck problem on the basis of realizing its developmental conditions of higher vocational education, which is the foundation and starting point of governance. Secondly, comprehensive governance is the essence of higher vocational education in China. Thirdly, optimization and sustainability is the objective of implementing the higher vocational education in China. Fourthly, the governance paradigm of higher vocational education in China must change from regulation patterns to marketing-oriented patterns to service-guided patterns.
