China's higher vocational colleges,in accordance with a sound policy system and a rational planning,have been working on deep integration with other industrial or governmental organizations,contributing to the accomplishment of their benign interaction.These participants of co-governance have embraced the new humanistic perspective of organizational structure,i.e.decentralization,authorization and democratic management.That integration has appeared in the history of educational system reform and best served as the promoter of social and economical transformation,employment and dividend on the part of talents.In regard to integration,based on such theories as Transaction Cost,Triple Helix and Community,this dissertation,from the perspective of co-governance,employs the methods of literature analysis,questionnaire and comparative study.It is designed to make a thorough research in terms of history and comparison,empirical analysis on status quo,existent problems,system innovation as well as mechanism optimization.This dissertation,based on an overview of cooperation among participants concerned during the three periods: operation of planned economy,establishment and reform of market economy,reveals that all through those periods,integration has alternated with divorce,characteristic of the unity of opposites.It further explores differences of integration between China's and foreign higher vocational colleges with regard to such aspects as the legal system,goal setting,roles played by colleges,governments and businesses,and it reviews successful experience and laws on integration especially from developed countries.To get a whole picture of integration in China's higher vocational colleges,the relevant study has been conducted.Teachers and students are chosen as subjects for the study and they fall into two groups: some of them come from China's eastern,central and western higher vocational colleges,and some of teachers from industry enterprises and government departments.By measuring their knowledge of integration itself,concrete operation and overall evaluation of integration,the study concludes that integration has been hindered by non-system flaws or system ones like system design and unavailability of system,and by the mechanism displacements of multiple governance participants,their common value and ways of innovation.Faced with the system defects and mechanism displacement,on one hand,certain system structures should be framed,to exert the complementary function with the absence of system,to realize the deep integration of system,resources and relations,and to push such system closer to maturity.On the other hand,in refining the mechanism,in order to establish the harmonious co-existent relations of cooperation and competition,the role and function of participants of co-governance should be reasonably defined,the management structure of vocational colleges remolded and the ecological governance mechanism of public opinion created by the three dimensions of discourse generation,technology and laws.
