Higher education system is dealt with the setups and rules of the foundation of Higher Education institutions, the relationships between the subordinates and the main departments, the duties of each leading bodies, and the classification of rights and benefits among the authorities concerned. It consists of the holding higher education system, investing system, administrational system, leadership system of internal management of a college, admission system, employment system and everything like that. The system of holding higher education is the key part of higher education system concerning about the ways and the patterns of setting up higher education and showing clearly the holders who will invest money on it. There are two meanings of the subjects of holding colleges. One is the administrator of a college, that is to say, the college itself; the other is the investors and holders of a college such as the governments, social units and so forth. The study will be done on the basis of the second meaning.For a long time, our country has been carrying out the single holding education system. There was only one holder of colleges: the government. Everything like the enrollment and assignment of graduates, the levels of training, the educational scales, the educational types, the majors & disciplines of colleges and the others were keenly centralized and determined by the country, It was characteristic with "state-run and public-owned". All of the colleges were invested on only by the country. Furthermore the country was burdened with all the expenses of the graduates, including the tuition, livelihood expenditure. In a word the government play all the roles as an investor, a manager, and a runner. It has been more than 50 years since the foundation of new Chinese higher education. There were many achievements and setbacks in the course of thedevelopment of higher education in the past. Now the political system and the economic system of our country characteristic with the socialism have come into being. The holding system of higher education is changing from single to multiple. The state of the multiple subjects of Chinese higher education holders is approaching.In the new era, the realization of multiple subjects of Chinese higher education holders means that the holders are not single but versified. The meaning is including the following three parts. Firstly, not only the government but also the legally social units and the citizens can hold a college. Secondly, not only the ministerial departments and the provincial governments but also the local governments can hold a college. Finally, not only the domestic power but also the overseas power can be allowed to hold colleges. My study is based on the views explained above. The contents of the paper are divided into three parts.In the first place, the higher education system is regarded as a subordinate one which is interchanged with the materials, energies, persons, and pieces of information between the system of society and higher education. Therefore the study must begin with the analysis of the background listed as the following: the knowledge-based economy era, the multiple economic system, the opportunities and challenges of Chinese membership of the WTO, the need of the mass higher education and so forth. At the same time, facilitating the development of the diversities of Chinese higher education is of great value to our country. Not only can it enhance the beneficial results of colleges, but also can contribute to the development of domestic economy and expenditure. Hence it has greatly practical importance. In the second place, the realization of the multiple subjects of Chinese higher education holders is not only a theoretical problem, but also a practical one. So I have put forward a model of holding high education that means there are three kinds of holders of Chinese higher education.
