Primary and middle school students are the future of our country and hope of our nation, who decide the prosperity of our c ountry. However, there are historical and inevitable possibilities in ca mpus emergencies. Under the background of the current turbulent international society and the tran sitional period of dom estic social structure, emergencies have become a part of our soci al life. Meanwhile because of the primary and middle school stu dents’ young age, lows elf-defense capability, poor ability to distinguish right from wrong, they becom e the group we should protect carefully. The school is an important place for their study and life, the security of schools is not only an important basis for their healthy growth, but also an important task to maintain social harmony and stability.This paper summ arizes the m echanism of occurrence by com bing campus emergencies in recent years, and elaborates emer gency management plan, emergency management system, emergency management mechanism and emergency management legal system for emergencies in primary and middle schools by literature study and field observation method. The main content of the article includes:This research has som e values. Through the description of research background and the significance of this topic and by part ly combining the research situation abroad and using scientific research m ethods, the connotations of ca mpus emergencies are analyzed and summarized, which include s concepts of emergency, definitions of primary and secondary incidents, and featur es of campus emergencies are summarized, and campus incidents were classified, which paves the way for m y research. On the basis of content analy sis, the cu rrent situation and reasons of em ergencies are summarized by induction and deduction, which deepens and supplement this research. By the introduction of emergency management "one case, three system s", emergency management plan, emergency management system, emergency management mechanism and emergency management legal system for prim ary and secondary schools are presented; the responses to cam pus emergencies are analyzed and considered by field visits, which analyze the methods of emergency response from the perspective of plan, structure, mechanism and legality. Lastly, strategies for dealing with em ergencies are provided, which em phasize remodeling consciousness, strengthening plan, im proving the safety management system, and constantly building and im proving procedural law and substantive law concerning cam pus emergency responses, and deepening multi-sectoral collaboration, which improves timeliness of responses to prim ary and secondary schools ‘emergencies. Because of m y limited knowledge, I put forward the shortages and prospects of this research in the last part.In a word, the logic of this res earch is to explain the concepts of emergencies and emergencies of primary and secondary schools, characteristics and classifications, then describe the situations and reasons of the current emergencies in primary and secondary schools, and expound em ergencies as a whole from the aspects of em ergency plan, emergency management system, mechanism and legal system and provide related strategies which provide a theoretical basis for same events in the future.
