Since the new college entrance examination and enrollment system reform was put forward, it put new demand on elementary education stage, especially normal senior high school education in China. Through improvement of college entrance examination and enrollment system, it solves the original "examination- orientation education system" drawback, ensures the scientificity of college entrance examination and enrollment system, realizes education equality, so as to contribute to the implementation of quality –oriented education. In view of the new policy of college entrance examination and enrollment system reform, education in normal senior high school shall actively respond to the new demand of college entrance examination and enrollment reform, and shall change the traditional education idea that teacher teaches and student learns for the purpose of examination, remaster the connotation of effective classroom teaching.This research takes ordinary high schools in Yan’an of Shaanxi Province as research objects, and applies observation, questionnaire and interview comprehensively to do a thorough investigation of the present classroom teaching in ordinary high schools in Yan’an. The existing problems are summarized: the lack of comprehensive understanding of teaching objectives among students and teachers, the singular teaching content, the monotonous teaching method that cannot guide students to develop an independent learning method, the unchanged tradition of teachers’ authority and students’ dependency, the singular object and method to evaluate teaching, the misuse of the evaluation results from students and the deficiency of scientific school management.According to these problems, factors hindering the effective teaching in Yan’an ordinary high school are found, including teachers’ teaching, students’ learning andschool management. Teachers lack a good understanding of students’ needs, new policy of entrance examination reform and the effective classroom teaching in the context of the education for all-around development. As for students, they lack a thorough understanding of their own characteristics and needs, and they are short of autonomy in learning and fail to develop a proper learning method. Besides, school management pays less attention to the new appeal of the reform of national college entrance examination system and fails to build a mechanism for quality-oriented education, and the teachers’ teaching system is deficient that the actual needs in classroom teaching are not considered as a whole. At last, according to these factors, we tentatively put forward strategies that fits the effective teaching in Yan’an ordinary high school: Establish multi-dimensional teaching objectives; develop teaching content to promote the combination of students’ overall development and social development; pay attention to the role of teaching process; adopt diversified teaching methods and establish a comprehensive teaching evaluation mechanism; and build up a “people-oriented” concept and mechanism for school management.
