As Chairman Xi Jin-ping put it in the report of the 19th National Congress of the Communist Party of China,the government must give priority to the development of education and found a satisfactory education system for all the people.Meanwhile,we should make great efforts to fully implement the party's education policy,implement morality education,develop quality education,promote educational equality,popularize high school education,and strive to give every child a fair and high-quality education.In 2014,The State promulgated The Implementation of The Reform of The Examination and Enrollment System,marking a new stage of the reform of Senior High School.In November 2017,the state promulgated cultivate standards of the core quality for senior high school students with the core of morality education and in 2018,Heilongjiang Province will enter the implementing stage of the college entrance examination.High school isn't a part of compulsory education,and for the reasons of history,geographical gap and related policies,high schools are divided into different distinct levels.Compared with a small number of high-quality high Schools,masses of low-performing high schools exist with the characteristics of weak teachers,poor-quality students,low hardware,weak social recognition.This situation is not consistent with the present goal of developing high school education in our country.How to solve this problem is not only the problem of survival and development of low-performing high school,but also the important problem of realizing the goal of educational reform.This study randomly samples three different types of low-performing high schools in the city of Mudanjiang,using the methods of literature,interview,case analysis and data analysis for further research.Based on the research of related literature,the paper makes a definition of the low-performing high school and analyzes the reasons for its formation;By stating the new policy of college entrance examination,it analyzes its influence on low-performing high school;Finally,it proposes some strategies for low-performing high schools:namely in the external environment,seek support from the government,and in the internal management,plan for the future,innovate curriculum,form a diversified curriculum system,form a new class system and build an effective team of teachers.
