Effective financial management can reduce and resist survival risk, can improvecompetitiveness,can obtain high yield at low cost. Financial personnel’s humanresources development and management is an important factor influences theperformance of financial management, where financial personnel’s vocationalcompetence capacity is one of the key aspects of the study of financial managementand human resource management in recent years. With the development of knowledgeeconomy and the changes of development environment in higher vocational andtechnical colleges, traditional vocational ability requirements for financial personnelin higher vocational colleges has can’t meet the needs of the unit strategyimplementation. At present, scholars at home and abroad proposed various ideas tothe financial personnel’s management skills from various angels, but our country hasnot established a complete system of financial personnel’s vocational competenceframework or the corresponding ability evaluation system. This condition is notconducive to train the ability of financial personnel’s vocational competence andaccounting, auditing financial deepening reform of the education system of ourcountry.It is also not conducive to financial personnel selection, assessment andevaluation of higher vocational and technical colleges. Building up our country’shigher vocational colleges financial personnel’s vocational competence system hasprofound theoretical and practical significance.It can guide the research of financialtheory and the direction of financial education, can also broaden sources of incomeand reduce expenditure for finance in colleges, can optimize teaching resourcesconfiguration, can achieve maximize social and economic benefits of investment ineducation.This article use the standard method to research the architecture of financialpersonnel’s vocational competence.Firstly,this article reviewed briefly the researchliterature at home and abroad.It define the paper’s research object, draw lessons fromthe competence of theories on human resource vocational competence field toresearch the architecture of financial personnel’s vocational competence;Secondly,the research constructs a general financial personnel initial competence model byquestionnaire survey and comparative analysis for higher vocational and technicalcolleges financial personnel’s vocational competence.This model includes three groups of25competency characteristic factors; Thirdly,Obtain actual data offinancial personnel’s vocational competence skills and Normative analysis them. Onthe basis of the study,by using the analytical framework,giving priority to withcompetence factors and on the function analysis,this article designed a capabilityframework containing three modules of professional knowledge, professional skillsand personal qualities;Then, This article summed up the current problems existing inthe financial personnel’s vocational competence in higher vocational colleges byanalyzing the present situation of the vocational colleges financial personnel’smanagement ability.Low quality, weak asset management and risk awareness, lack ofprofessional knowledge and skills, work passivity are the main problems;At the last,the article explored the construction of financial personnel’s vocational competence inhigher vocational colleges by the way of improving the financial personnel’sprofessional ethics, fostering risk awareness, combining with financial strategy,improving the ability of financial personnel business, strengthening the constructionof efficient communication and team, Financial personnel’s performance appraisaland so on.
