In our country, Elementary education reform is the key of the education reform. Basic education is really about the future of country and nation,the reform of it plays a fundamental and guiding role in our country’s modernization construction. In recent years, Elementary education reform in our country has obtained certain achievements, especially in Shanghai. Shanghai, as a national comprehensive reform experimental area of education,standing on a new starting point of development, has made outstanding achievements.In the course of quality education reform,it has reformed its own advantages and characteristics,even in many aspects,it has reached the world advanced level. This thesis focuses on the implementation emphasis of basic education reform in recent years of Shanghai,studying on the so-called leader of curriculum and teaching -- research staff and the practitioners of curriculum and teaching.Through researching on their issues, papers and teaching,the thesis expects to grasp the emphasis of the elementary education reform in the curriculum and teaching in Shanghai and provide reference on the future reform and the other areas’ education reform.The paper was divided into six parts.In the first part,the author put forward the purpose and the content of the study through the analysis of the related literature at home and the achievements of basic education reform of Shanghai.In the second part,through the analysis on the issues and subjects of the curriculum and teaching leader-research staff,the author realized the research focal point changes on the research orientation, process and methods. There have been increasingly concerned about the phenomenon of students study in the value orientation.The research process pay more attention to the guidance of the theory and seek for mode from the practice.The research methods tend to be more empirical especially the empirical data. In the third part,the paper put forward the teacher’s teaching and research emphasis changes on curriculum goals, curriculum resource development, curriculum implementation and curriculum evaluation. In the fourth part,the author summarized the core and regularity of elementary education curriculum and teaching reform of Shanghai.Then,the author points out some of the shortcomings and improvement that the teacher’s teaching and research focus on,expecting to serve the future education reform of Shanghai and provide reference and good learning to other provinces education reform. In the last part,the writer summarized the results and the insufficiency of the study and raised the expectations for further research.
