Research On The Problems And Countermeasures Of Higher Vocational Education In China Since The Reform And Opening

As a prominent component of our country’s education system, higher vocational education is the dominant force to achieve the popularization of the higher education. Aiming to cultivate high-technical, specialized talents to meet the social needs, higher vocational education keeps the most substantial links with the social economy. There are following benefits to advocate the higher vocational education in order to achieve a harmonious society such as: transformation of the demographic pressure into the advantage of human resources; employment rate increase; alleviation of the structural problems; optimization of the social class.Educational expenditure is the pre-condition and the material base for the prosperity of higher vocational development. As the saying goes, ?Economic base determines the superstructure?, the higher vocational education likes the ? superstructure? destined to develop slowly without the guarantee of the ?economic base?, namely, sufficient and steady educational expenditure. Over the thirty years of reform and opening, a chain of corresponding policies especially the inclination of funding policy issued by the CPC Central Committee, the State Council and all levels of governments has promoted the reform and development of the higher vocational education. Besides the abundant achievements, shortages also exist.Therefore, this article sets the existing funding problems in higher vocational education as the object of the study. More specifically, this article formulates the background and the theoretical basis involved in educational funding problems at the first place. And on this basis, the historical course of the higher vocational education policies in our country will be reviewed and analyzed. Meanwhile, this article will introduce the present status of higher vocational education funding and point out the current problems and make attribution analysis of those problems. Finally, this article will provide pointed countermeasures and suggestions striving to provide theoretical value for the reform and the development of the higher vocational education. Those suggestions includes: consummate correlation policies and regulations; invest governmental input for the higher vocational education; develop diversified financing mechanism; allocate educational funding properly; strengthen the supervision and management of financial funds.
