Provide quality assurance of higher education and training of qualified perso nnel is a common aspiration of all higher education development. Australia attac hes great importance to the development of higher education, established instituti ons of higher education quality assurance to regulation higher education is an im portant measure to protect and enhance higher education.The well-development is the precondition of fully functioning of institutions of higher education quality a ssurance. Through continuous development,TEQSA gradually become mature. This study starts with the background of TEQSA’s establish,showing TEQSA main w ork content and operation mechanism,and analyze TEQSA’s effectiveness, and the n explore the accumulation of experience and existing shortcomings of TEQSA,a nd finally with the develop situation of institutions of higher education evaluatio n in our country put forward some suggestions.This study consists of six parts:First part: TEQSA’s establish background.This section from the economic development, Australian higher education system reform, the development of high er education internationalization,and problems existing in the original quality assu rance agency operation to explore TEQSA’s establish background.To be specific,th e development of the economy puts forward new demands for higher education quality;Australia’s higher education reform for the establishment of the new qualit y assurance agency and indicate the specific direction of operation; the developm ent of higher education internationalization bring education problems and challeng es are in urgent need of a more authority higher education quality assurance age ncy to guarantee the quality of higher education;finally,some problems of the ori ginal quality assurance agency also need set up TEQSA.Second part: TEQSA’s main work.This part mainly presents the TEQSA is specific to the content of the work.This section present TEQSA’s main work in detail:Course Accreditation,register and risk assessment for Higher education instit utions.In addition,simply present TEQSA’s provide advice, information release, tra ining cooperation, etc.Third part:TEQSA’ s operation mechanism.This part will elaborate TEQSA’ s operation mechanism from the input, process, output and feedback. Specifically speaking, the input deals with TEQSA ’s sub-institutions, personnel management and financial management; the process and output analyzes the procedures an d results release of TEQSA’ s quality supervision; while the feedback introduces the feedback loop of TEQSA from both internal and external feedback.Fourth Part : TEQSA’ s effectiveness. This part will analyze TEQSA’ s effe ctiveness. In the course of its development, TEQSA has made much success, e.g.has effectively protected and improved the quality of higher education; strengthe ned the risk supervision of higher education; coordinated the relationship among higher education institutions, the Governments and other sectors of society; buffer ed the relationship between the Governments and higher education institutions; as sorted with the needs of stakeholders; trained professional staff,established an effi cient business system, and got access to external resources; as well as enhanced TEQSA ’s expertise and innovation.Fifth Part : Experience and problems of TEQSA. Firstly, this part will dis cuss the experience accumulated in TEQSA ’s development, including coping wit h the problems and shortcomings of the former quality assurance agency, presenti ng a more perfect operating mechanism; TEQSA can operate independently becau se there is little direct government intervention in the course of the development while legal protection has been given; attention has taken to the introduction of senior experts, the cooperation with professional organizations in different areas,and the improvement of its professionalism; complete internal working mechanis m, information disclosure mechanism and feedback mechanism have been establis hed, which have helped to ensure the justice and transparency of TEQSA. Secon dly, this part will discuss the problems of TEQSA ’s development, including the quality supervision can not meet the needs of distance education,emphasis on st udents learning outcomes is small, and the external accountability degree of TEQ SA is not enough,etc.Sixth Part : Implications of TEQSA. Based on the study of the background,work, mechanism, effectiveness, experience and problems of TEQSA, and in co njunction with the current situation of our nation’s higher education assessment a gency, this part will propose the implications TEQSA ’s development has given t o our nation, namely, adjusts the government behavior to level the dominant posi tion of quality assessment agency; strengthens legal policy safeguards to ensure t he independence of the quality assessment agency; promotes the cooperation bet ween agencies to strengthen the influence of quality assessment agency; attaches importance on full-time staff training to improve the professionalism of quality a ssessment agency; establishes and perfects the supervision system to improve the openness of quality assessment agency; establishes a complete information syste m to ensure a scientific operation of quality assessment agency, etc.
