A Study On The Tertiary Education Quality And Standards Agency (TEQSA) And It's Quality Assurance In Australian

With the deepening of the popularization of higher education in our country and the continuous attention of the state to higher education,our country's higher education is in an important stage of becoming stronger and stronger.To ensure and improve the quality of higher education in China is related to the implementation of the strategy of strengthening the country through education.The Nineteenth Congress proposed to achieve the connotative development of higher education,which puts forward higher requirements for the quality of higher education.In addition to the quality of higher education achieved through the autonomous management of universities,external supervision is indispensable and very important.The Australian Higher Education Quality and Standards Agency(TEQSA)is at the core of the Australian Higher Education Quality Assurance System and plays a crucial role in maintaining and improving the quality and international reputation of Australian higher education.It has a certain reference for the development of the quality assurance of higher education in China.This research uses the literature analysis and comparative research methods to introduce the general situation of higher education in Australia and explore the background,process and status of the establishment of TEQSA.Through the analysis of the TEQSA operation,the specific contents of the TEQSA quality assurance are studied,including the legal basis of the TEQSA quality assurance,that is,the content,purpose,and role of the TEQSA 2011 Act;TEQSA's supervision principles and relevant standards for higher education institutions;TEQSA's quality assurance measures for higher education institutions,namely TEQSA's registration and re-registration of higher education institutions,TEQSA's certification and re-certification of courses,and TEQSA's handling of higher education stakeholder complaints and disclosure of TEQSA's information.Finally,summarize the quality assurance features of TEQSA,namely,mandatory,authoritative,independent and open.On the premise of integrating the history and development trend of China's higher education quality assurance,according to China's specific national conditions,the following suggestions are made for the development of China's higher education qualityassurance undertakings: strengthening the construction of higher education assessment agencies;strengthening the law of higher education quality supervision Safeguards;Strengthen the professionalization of higher education quality assurance personnel;Strengthen the cross-domain and trans-regional cooperation of higher education assessment agencies;Actively explore and streamline effective higher education assessment models;Strengthen the publicity of higher education quality assurance information.
