Faced with the bottleneck of how to deeply integrate information technology and education teaching, fundamental education informatization has entered deep water area and plateau area.In this critical period, whether teachers who grasp the core practice really realized the opportunities and challenges of education informationization?But improving the ethnic minority teachers’ ability of information-based teaching has become an important thing to promote the development of education informationization in minority regions.and narrow the gap between developed regions and underdeveloped ones.The object of this study is the information-based teaching ability of teachers in fundamental school in ethnic minority areas. The sample of the research is the teachers of basic schools in Kaili city of Guizhou province and Urumchi and Kashgar city in Xinjiang uygur autonomous region. The methods of this study contains participant observation,interviews and questionnaires.The study focuses on the current situation and finding that after the popularization of "hardware" and "software", teachers are wondering whether information-based teaching bring burden or not. A dazzling means of information technology make teachers drop in the plight of do not know how to start. In practical teaching, technology and classroom can not be integrated well. And the target of information-based teaching training can not match the ability basis, knowledge content, service demand.This research choose a view of the integration of technology and ethnic culture and analyze the main factors especially the factors from policies execution and culture difference which affecting the information-based teaching ability of teachers in minority region.Leading by hidden member, the study put forward the core development strategy of improving the information-based teaching ability from from the macro, meso and micro three aspects. To be specific.Firstly,on the organizational support,establish and perfect teachers training three-dimensional services system which lay a good foundation for teachers’ lifelong learning from the aspects of the protection from the security of the hardware,software platform support, the construction of learning community,construction and improvement of national school teacher training. Secondly,On the self-development,the schools should guide teachers to learn how to use technology. It needs to strengthen exchanges and cooperation between schools by going out and Please come in. Provide teachers with more learning opportunities for exchanges through the reform for university condition school-based training mode,helping teachers better learn to use technology to learn.Lastly,teachers should be based on "hidden member",With the education ideas of change to drive “technology into the teaching” process,thus applying the technology to optimize the classroom teaching.
