In the era of information technology,information technology is affecting social development and human life all the time.During the process of national informationization,Educational informationization has significant strategic significance and is also an important part of it,which greatly affects the reform of teaching idea and mode.The Standards for Information Technology Application Ability of Primary and Secondary School Teachers(Tentative)issued by the Ministry of Education in 2014 put forward updated requirements of information technology application ability for primary and secondary school teachers.In recent years,various trainings of information technology application ability organized by the government have been effectively improving the information technology application ability of primary and secondary school teachers.However,due to China's vast territory and uneven regional economic development,a series of inevitable problems continue to exist in the trainings organized by the government,such as the difficulties for teachers in balancing working and learning,the failure to benefit all teachers,and the lack of a follow-up guidance after training,etc.On the other hand,the information technology application ability of rural primary and secondary school teachers is generally much lower,which has a direct influence on the quality of teaching as well as the learning outcome of the students.This paper is dedicated to improving the information technology application ability of rural primary and secondary school teachers.According to the designed process of ADDIE teaching system,this paper analyzes and re-designs the information technology application ability training for rural teachers in five stages: analysis,design,development,implementation and evaluation.Through the methods of questionnaire surveys and classroom observation,this paper gains an understanding of the current situation of teachers' information technology application ability,which leads to a comprehensive analysis of it in aims of detecting the existing problems.From the perspective of TPACK,with reference to the Curriculum Training Standards for the Information Technology Application Ability of Primary and Secondary School Teachers,this paper takes the training of mathematics teachers in XX middle school as an example to develop the training courses for the improvement of teachers' information technology application ability.Based on the characteristics and functions of WeChat public account,a mixed online and offline training model for improving rural teachers' information technology application ability was established to help rural teachers to balance working and learning,and to meet their personalized needs.Learning materials were released online for learners to study independently;an online self-assessment was also available.In the meanwhile,case studies and Q&A sessions are offered offline to solve the problems that the participating teachers meet online,and improve their information technology application ability,and encourage them to apply the information technology into solving the problems in their daily practice of teaching and education.The result of the questionnaire surveys and interviews of the participating teachers before and after the training show that the mixed online and offline training model of the information technology application ability of rural teachers based on the WeChat public account platform is evidently effective in improving the information technology application ability of rural teachers.
