As the direct executors for the basic education and teaching,the primary and secondary school teachers grasp of modern technology, in improve education's quality and efficiency plays a vital role. How to complete training work of a huge number of teachers, as well as to enhance the training of teachers in the enthusiasm and participation, to achieve training purpose and effects, to make the training work to a smooth and effective conduct, the educators has become the common concern. Traditional training, not only in training philosophy, training model, training methods, difficult to meet the current training requirements for teachers of the DPRK, but also a high cost of training, operability is not strong and so on. Therefore, It is significant theoretically and practically that explore Web-based model in the DPRK primary and secondary teacher-training.First, this paper discusses and illustrates the foreign and DPRK teacher's information capacity training situation based the modern distance education. Then, on the basis of analysis the information capacity's literature and define the basic content, from the meaning, structure etc, on the information capacity of the teachers were analyzed subsequently, also analyzed on its necessity and the on the web-based the teacher training's system meaning and the features and environment were analyzed.In the DPRK, to achieve web-based primary and secondary schools teacher information technology training, surveys domestic and foreign literature, determine information technology training objectives, training content, training curriculum design, concept, etc., and from the information ability to obtain, information processing capacity, information application ability and information capacity of education etc., on the four aspects, on primary and secondary school teachers information technology integrated ability established fuzzy evaluation model.Articles felt that the web-based information technology training is the optimal choice to enhance the primary and secondary school teacher information literacy and information technology capacity. The paper presents the web-based the DPRK primary and secondary teachers information technology training's some strategies,in order to help DPRK to achieve productively, education information as the main constituent elements for the teachers in information technology capacity-building. Strategy, on the basis of the DPRK 's situation,from the strengthening infrastructure construction, determine the issue of level and content in the training, narrative on the teacher information technical capacity standards building's mind and strengthening the web-based the teacher training resource's construction and other aspects the problem.Finally, the article points, at present I realized,but because the time and occasion conditions, to solve perfectly the problem yet, for further in-depth study indicated direction.
