With the deepening of the popularization of higher education in China,the number of local universities has grown rapidly,and the scale has been expanding,as a result cultivation of undergraduate has changed to the popular stage from the elite education stage in the past.However,in the process of development of part of colleges,there are still problems such as ambiguous education orientation,disjunction between the student training structure and the industrial layout.These problems on the one hand led to the lower quality of those colleges and universities,on the other hand,caused a series of problems such as the lack of core competence and serious conflicts in the employment structure.In order to solve the above-mentioned problems existing in universities,a transformation to application-oriented university is indispensable,and the cultivation of applied talents has also become the consensus of society and the general public.This paper is based on the research question of "Personnel Training in Applied Undergraduate Institutions",and is based on the computer science and technology majors that are common and highly applicable among undergraduate colleges that have been approved and established by Henan Province.From the current stage of school positioning and personnel training objectives to the entry point,the National Standard for Undergraduate Teaching Quality of Computer Majors and the Training Program for Computer Science and Technology Majors after Transition from Schools are taken as the main research basis,using questionnaires and interviews.It has been found that there are still two problems in the transformation of the schools at the current stage and the training of applied talents.The problems that have always existed before the transformation of the first model include the lag in the concept of talent cultivation of teachers and school leaders,and the development of high quality.The school-enterprise cooperation has always been more difficult and the quality of the implementation of the curriculum has been on the low side.On the other hand,with the transformation and development of local undergraduate colleges and universities,a number of new problems have emerged,including the following: The training objectives are not specific and can be manipulated.Poor education;inadequate teaching resources and lagging updates,unable to meet the needs of application-oriented personnel training;unscientific curriculum and structure yet to be further optimized;lack of attention to the construction of protection mechanisms for applied talents,especially for teachers and students Practical teaching evaluation and evaluation of personnel training quality.Based on the above issues,this study uses path dependence theory and institutional change theory to deeply analyze its roots from the perspective of the new institutional economics: Path dependence is more difficult to break mainly due to considerations based on transition costs,reinforcement of existing systems,and learning effects.Constraints,constraints on adaptive expectations,and obstruction of vested interests;Institutional supply capacity is mainly reflected in the system of supply of the main single,the system of shortage and lag,the failure of the implementation of the system in three aspects.In order to promote the transformation of local undergraduate colleges and universities more effectively,to achieve the goal of training applied talents and to cultivate high-quality applied talents,the author proposes the following strategies and suggestions for school leaders and government policy makers: Firstly,colleges,governments and enterprises should change their education minds actively,scientifically recognize the transformation and development and the training of applied talents.Secondly,colleges should combine the actual situation of the enterprise to fully optimize the curriculum structure and improve the quality of the curriculum implementation.Thirdly,the government needs to increase funding in the college construction,and the college must build a high-quality teacher team.Last but not the least,the government should strive to improve the supply capacity of the system,while the enterprises should actively participate in the formulation of the evaluation system,and protect the transformation of colleges and universities and the training of applied talents.
