It is the fundamental task of the transformation of ordinary undergraduate colleges to vigorously cultivate applied technical talents,and building a group of double-qualified teachers with both teaching and practical abilities is the key to accomplish this task.Therefore,how to strengthen the construction of high-quality double-qualified teachers is a realistic topic for the current transformation of ordinary undergraduate institutions.Based on the Education's Law of Internal and External Relations Schultz Human Capital Theory and Teacher Professional Development Theory,taking the teachers of the five undergraduate transition colleges named Lanzhou City College of Gansu Province,Bowen College of Lanzhou Jiao tong University,Hexi University,and Lanzhou University of Technology,Lanzhou University of Arts and Science as the subjects of the study by using the methods of interviews and questionnaire surveys,the paper found that due to some reasons like insufficient investment by government on double-qualified teachers,schools and enterprises jointly cultivated the channels of double-qualified teachers suffocated,it caused some problems such as unclear evaluation standards and the imperfect assessment system existed in the construction of the dual-qualified teachers in China and so on.Aiming at solving the problems existed,learning from the successful experience of building a professional teacher team in vocational colleges of the United States,Germany,Australia,and Singapore,the paper proposes the countermeasures for the construction of the double-qualified teacher team in the context of transition: i.)Government should actively construct and improve the construction of double-qualified teachers.ii.)Colleges should greatly strengthen the construction of double-qualified teachers;iii.)Teachers should actively improve the quality and ability of double-qualified;iv.)Colleges and enterprises should jointly cultivate double-qualified teachers.
