The Third Plenary Session of the Eleventh Central Committee, held in December 1978, marked the rise of the Law-based Governance. The session proposed that There must be laws to go by, at the same time, the laws must be observed and strictly enforced and lawbreakers must be prosecuted. It had opened "abandon the rule of man, prelude to the rule of law", that could be described the "fountainhead" of forming the Law-based Governance. In 1997, the Fifteenth National Congress of the CPC proposed Law-based Governance policy that further accelerated the pace of building a socialist country under the rule of law. In the new period, the Eighteenth National Congress of the CPC advocated making laws in a scientific way, enforcing them strictly, administering justice impartially, and ensuring that everyone abides by the law. The new 16-word policy advocated using legal frameworks and legal methods to promote the rule of law, that was a new way of thinking and a deeper cognition to lead the legal construction in China. Next, The fourth Plenary Session of the 18 th CPC Central Committee clearly put forward to take the legal education into the national education system and enhance people’s legal concept which was contained with guiding the people consciously abide by the law, finding the law in the face of difficulties and solving the problem by law. It sounded the clarion call of fully advancing the Law-based Governance. The legal education of university on students is a key to the overall implementation of the rule of law. How to enhance the effectiveness and identification degree of the legal education on university students has become an important task of higher education. Therefore, strengthening the legal education on university students is an inevitable choice to fully implement the rule of law, but also an actual requirement to enhance the level of higher education and achieve the overall development of university students.Under the "new normal" of the rule of law, the goal of legal education on university students is endowed with a higher expectations, however, in contrast, the university students’ legal knowledge level, legal thinking habits and behavior are not in conformity with the background of their high education, for example, the criminal cases of university students are on the rise and university students have a superficial knowledge of their rights so that they are net willing to maintain the rule of law. These problems allude to the legal education system of university students in our country is not perfect. there is a big gap to the national requirements in legal knowledge education, legal frameworks education and legal methods education. On the international level, the legal education on university students in our country is still far from the international advanced level. With the development of Comprehensively promoting the rule of law, the legal education has figured prominently in the ideological and political education of university students. The research summarizes and deeply reflects historical development of legal education on university students in our country and refers to the excellent experience of foreign legal education on university students. It’s a significant and far-reaching significance for achieving faster development of the legal education on university students in China and catching up with the international advanced level.The research adopts literature inductive method, Interdisciplinary research method and Experience summary method. On the basis of literature research, collect and sort relevant documents about the legal education, and deeply summarized and reflected the historical problems and practical problems of legal education on university Students in our country. At the same time, taking the overseas legal education into the review horizon and summarizing the overall trend of legal education on university Students over the world, that provides warning to the final Reconstructed way. Finally, on the basis of history, reality and foreign experience, reconstructs the path of the legal education on university students in our country.Through the study of the historical files about the legal education in our country and the legal education outside the territory, the results shows that the legal education on university students in our country has a lot of room for improvement. Firstly, legal education has been more stayed in the dissemination of law. Secondly, legal frameworks education has been difficult to break through the "fence" of law abiding Education. Thirdly, legal methods education has been out of touch with reality. The reason for these are lagged educational idea, single educational mode, uneven educational team and Irrational allocation of educational resources. As to how to solve these problems left over from history, the legal education in foreign universities has also given a great reference value. The research based in three aspects including history background, realistic predicament, foreign experience, put forward to unity of knowing and doing educational idea construction, "three equal" education mechanism construction, new and high quality education team construction and multidimensional education platform construction.The paper is divided into three parts: introduction, text and conclusion. The introduction part introduces the reason of choosing the topic and reviews the research status of the legal education on university students in our country, at the same time, expounds the research contents, methods and innovations. The basic concept and connotation has been described in the article, so it’s doesn’t need another chapter to give unnecessary details. The first chapter presents the history of legal education on university students. From the vertical perspective sorting out the basic situation of legal education on university students, that is the background of the realistic difficulties and reconstructed way of legal education on University Students. In the second chapter, based on the history and reality, rethinks the problems and reasons of legal education on university students. The third chapter is based on the overall situation of the legal education on university students in China, with reference to the excellent experience of foreign legal education on university students, to provide reference for the path reconstruction. In the fourth chapter, based on the historical situation, the actual predicament and the overseas experience, reconstructs the new path of legal education on university students. The conclusion part states the deficiency of the study and the future of legal education on university students.
