The Effect Appraisal Of The Minority Elites Training Program

The Minority Elites Training Program is an education policy for training minority elites in western areas and ethnic minority areas. Since 2006, it has been carried out for more than ten years, sending a large amount of minority elites which takes an active part in the development of the western region and the construction of the ethnic minority areas. In recent years, with the continuous development of education enterprise in our country, the postgraduate admission scale expands unceasingly and the educational quality of postgraduate has been paid high attention to.Lanzhou of the Gansu Province is located in the northwest of China in where distributed a large population of ethnic minorities. Lanzhou University is the only National 211 and 985 Project Universities in Gansu Province which undertakes the important task of cultivating talents for this region and the country. This article primarily focused on the implementation status of the Minority Elites Training Program on a national scale, and then took Lanzhou University as an example to launch an investigation. By using the existing literature, questionnaire investigation and deep interview analyzed the current problems. It includes the problems of the basic training base of the Minority Elites Training Program, the minority elites themselves and the unit in the employment areas. According to it, at the end of the paper, putting forward the proposals. I think in order to get more effective implementation of this policy, firstly, we need to establish a perfect mechanism of the basic training. Secondly, the school should play a guiding role, thirdly, the ethnic minority areas and the school should improve the importance of the policy.How to get the Minority Elites Training Program play a proper role should arouse the high concern of the society. Only modifying the policy continuously can it improve the cultural quality of the people of all ethnic groups and ensure the quality of higher education and cultivate talents for the development of economy development and society in ethnic minority areas.
