| The "Minority High-level Backbone Talent Plan"(referred to as the "backbone plan")is an important policy for the targeted training of high-level minority people in China.Since its implementation in 2006,it has trained a large number of high-level minority people in minority areas.Promoted economic and social development in minority areas.This research is based on human capital theory,using literature research,comparative research,and interview research to conduct empirical research on the targeted employment of graduates of the Guangxi “backbone plan”(referred to as “Shaogansheng”).Based on the research and analysis of a large number of literature materials such as the summary of the ethnic minority preferential policies issued by the country over the years,the compilation of relevant documents and data of the "backbone plan",and the employment report of college graduates in Guangxi over the past years,Guangxi ethnic young students conducted in-depth interviews and used Nvivo11 Plus qualitative analysis software to perform three-level coding on the 20 interview materials.Presenting the status quo:Guangxi ’s young cadre students have a strong sense of fulfillment;Guangxi ’s young cadre students have high job satisfaction;training units have high-quality training of Guangxi ’s young cadre students ’employment ability;Stewardship-oriented employment management needs to be strengthened.Based on the above status,the study draws on the experience of targeted employment management of publicly-funded normal students and free medical students,and proposes optimization suggestions for the four main participants: thegovernment,the training unit,the employment management department,and the young student: perfecting the “backbone plan” employment supporting policy Open channels of mobility and create an employment environment;Encourage entrepreneurship and provide preferential policy support;Improve employment services and attach importance to the employment of young workers;Establish a "talent information bank" for young workers to improve the quality of employment;change the concept of training and focus on directional employment Service awareness;improve employment special services and build employment consultation platforms;establish and improve the employment security mechanism and improve the employment security system;multi-sectoral linkage,multi-directional guidance of employment in all directions;young workers to change employment concepts,establish a correct employment concept;strengthen national awareness To enhance self-cultivation;to take root in the grassroots and improve self-employment capabilities. |
