High-level Personnel Training Program for Ethnic Groups Inhabited Regions is sponsored by the Ministry of Education, as a part of the national project of Development of the Western Regions, to promote the economic and social development of the middle and western areas of China. As one of the training centers, the Minority Students Education School of Shaanxi Normal University has completed the training task for six successive years. This study takes the minority students who is undertaking the training Program as subjects. They answered questions and accepted interviews raised by the researcher. With guidance of education policies and some education theories, this study aims to propose some improving measures for the program.Three sets of questionnaires are made. They are for the students, teachers and managerial staff respectively. The students answer the questions on how much do they know about the program, whether they are satisfied with the present courses and their teachers and what do they expect the program to benefit them. The teachers and managerial staff respectively have to answer the questions about how much do they know about their students, whether the curriculum should be improved and what suggestions they can give to make the program better. The data collected from the questionnaires are processed by SPSS to find out how much the students and teachers and managerial staff respectively know about the program and whether the related policies are effectively implemented and what should be done to improve the program.This study provide to optional suggestions to improve the program. Firstly, more importance must be attached to the reform of curriculum, and governmental supervision, training centers’ evaluation and students’ feeding back have to work together. Secondly, establish to public information supervision mechanism. the students’ ability can be strengthened by substituting the one-year consolidating period by adding one more year to the students’ studying period. And what the students will specialize in should conform to the requirement of the economic development of related ethnic groups inhabited regions.
