With the increasing of scientific researchdimension in colleges and universities, it is important to deepen the reformsof scientific performance management system in secondary department. The reforms not only conform to the requirements of the scientific management but also arethe inevitable trend of modern colleges and universitiesto realize scientific managemen. To make the management mechanism of college scientific research efficiently, it must establish scientific and effective monitoring system of scientific performance evaluation, to improve and develop the college scientific research management mode.Individual teachers of scientific research in colleges and universities, is the most critical factors in the scientific research; scientific research teams in colleges and universities are the primary organization of the system ofscientific research systerrm are the main power in the development of colleges and universities, and also are the basis of univerty. A good environment can inspire potential innovation motivate of scientific research teachers and teamsand also promote the development of science and technology innovation system, eventually improve the level of subject development.In this paper, we analyzed the characteristics of the performance evaluation of college scientific research in colleges and universities, and systematically expound the evolution, development, and status quo of performance evaluation of scientific research in colleges and universities at domestic and overseas. Through extensive access to data and expert interview, we have constructed teachers’ and research teams’ individual performance evaluation index system based on scientific research projects, research papers, awards, works and patents.We also present a scientific performance evaluation model based on Radical Basis Function Neural Networks network, and analysis performance evaluation of the teachers from School of Economics and Management of K University. The corresponding Suggestions were put forward on how to improve teachers’ scientific research performance level and countermeasures. At the same time, we verify the validity of the model. In this paper, the RBF network wasgeneralized in performance evaluation of scientific research, and the results provide a new thought of the scientific performance evaluation.In addition, we introduce the model of Data Envelopment Analysis(DEA) and using DEA CCR model analysis the inputorientation and output orientation scale effectiveness of 11 scientific research team(from three first level disciplines of K university). Lastly, we provide some suggestions and countermeasures to further improve the level of scientific research team performance.
