Research On The Performance Management System Of Contractual University Logistics

With the rapid development of socio-economy, the scale and enrollment of universities extend continuously, which makes the stage of traditional higher education transform from elite to the mass. As special consumer groups, college teachers and students develop their quality of life and diversify consumer demand. These alter services of back offices in all directions. Increasingly, the logistics groups are unable to meet the needs of teaching, research and classmates. Traditional logistics management system and operational mechanism have restricted the stability and development of universities, so the reform of commercialized university logistics is imperative under such a circumstance.Contractual university logistics serves as the transition stage of rear reform. It separates back office personnel and resources from the universities and implements enterprise management internally, which detaches logistical management right from operational right to realize the transformation of back office from administrative organization into new economic organization.To explore performance management of contractual back office in universities possesses significance theoretically and practically in enhancing job performance, training and developing core competitiveness, and achieving scientific and strategic management.Employing educational, economic and managerial theories, this paper will analyze the basic situation and present performance management of contractual logistics in universities. Based on that, performance management system of strategy-oriented contractual university logistics will be studied and then performance evaluation system will be constructed. Eventually, advices and improvement strategies will be provided based on empirical research.The innovation of this paper lies in the following aspects:to study performance management system of contractual university logistics based on strategic thoughts; to specifying the appropriate strategic decisions of developing contractual logistics; to construct performance evaluation system by adopting various evaluation methods and to assess the system through Data Envelopment Analysis; and to design performance management system directing towards characteristics of contractual logistics in the universities to achieve the connection between theoretical results and practical application.
