Since this century, the party and the state have issued a series of policies and measures to develop higher vocational education, by which the development and reform of higher vocational education has achieved a historic leap. The higher vocational education has occupied more than half of China’s higher education, playing a huge role in promoting the social and economic development. In June 2014, the State Council promulgated The Decision on Accelerating the Development of Modern Vocational Education, which is intended to fully deploy and speed up the development of modern vocational education. “Decision” makes clear objectives on how to construct modern vocational education system. It will have formed a world-class modern vocational education system with Chinese characteristics by 2020, which will meet the needs of development, integrate production and education deeply, connecting secondary and higher vocational education, linking vocational education and general education and reflecting the concept of lifelong education. The higher vocational education must take the connotative development path to accelerate the development of modern vocational education, forming a modern vocational education system with Chinese characteristics and world level. While in this procedure, the key factor that affects the quality and the sustainable development of vocational education is the teachers. Teachers are the most important and valuable resources. The level of teachers directly determines the quality of talent training in vocational colleges.However, with the rapid development of higher vocational education, the construction of teaching staff which plays a central role in the teaching management in higher vocational college has become the main restricting factors of higher vocational colleges to achieve their educational goals. While the large-scale enrollment expansion of colleges and universities has made the problem of the construction of teaching staff in private higher vocational colleges more prominent. In addition, the development of private vocational colleges in China has a short history and has many policy restrictions. In the meantime, it is lack of support from the relevant departments of the country. Because of all the above factors, the construction of teaching staff in private higher vocational colleges is faced with more severe and more serious problems. This problem has become a bottleneck in the development of private higher vocational colleges in our country.This study takes the representative private vocational colleges in Guangdong Province as the empirical research objects to make in-depth analysis of the problems and restricting factors in the construction of teaching staff in private vocational colleges by investigating the current situation of the construction of teaching staff in private vocational colleges in Guangdong Province. At the same time, it points out the system deficiency of the construction of teaching staff in our country by drawing on the experience and policy measures on this problem in other foreign countries. And on this basis, it puts forward solutions and measures taken by the government on institutional level to accelerate the construction of teaching staff in private vocational colleges under the background of speeding up the development of modern vocational education, so as to create a favorable policy environment for the sustainable development of private higher vocational colleges, and strengthen the advantages of them.
