Since the 21st century,the pace of China's socialist modernization has begun to accelerate.The transforming of the economic strategies and model,promoting the urbanization of the new countryside,promoting the development of a new type of industrialization,and accelerating the development of modern manufacturing and modern service industries have made the demand for high-quality workers and personnel with practical skills in all kinds.The importance and role of vocational education have become increasingly prominent.The construction of vocational education teachers is the key to improve the quality of skilled personnel training and improve the modern vocational education system.The national implementation plan for the reform of vocational education promulgated in January 2019 clearly states that it is necessary to take multiple measures to create a "double-qualified" contingent of teachers in vocational education and improve the overall quality of teachers in vocational education.It is of great significance to formulate and improve policies and systems related to the construction of vocational education teachers,and to guide and promote the overall improvement of the quality of vocational education teachers in order to train skilled talents,craftsmen in big countries,enhance international competitiveness and improve international status.At present,our country has preliminarily set up a policy system including comprehensive policies,training and training policies,qualification policy,employment policy and pay and reward policy of vocational education teachers.The system plays an important role in enlarging the scale of vocational education teachers,promoting the quality of teachers in vocational education,adjusting the structure of vocational education teachers,and also enhances social functions provides the necessary,strong policy support for the vocational education in our country.This main research methods includes the literature material method,history method,and comparison analysis.Through the analysis of the teachers construction policy of vocational education in China in the 21st century On the basis of predecessors'research achievements for reference,the development experience of developed countries in the aspect of the summary policy of vocational education teachers,the paper is trying to find the deficiency of related policies in,in order to promote the policy development of vocational education teachers in China Put forward some useful reference and guidance.research content of this article is mainly composed of five parts,the first part introduces the current situation of the development of professionalization of teachers,this paper introduces the significance of vocational teaching staff construction and concept,elaborated the research ideas and research methods,puts forward the research innovations and deficiencies;The second part construction of vocational education teachers in China since the 21st century,divides them into four stages according to the policy program and text points,and summarizes the characteristics and trends of the development of relevant policies.The third part,the paper analyzes the policy of vocational education teachers team construction in the process of the main problems and reasons,the main problems include policy lack of attempt to adjust measures to local conditions and policy execution,innovation and the lack of related legal protection,policy content in the part of the concept of standard is not clear,lack of policies and measures for the talent we need gravity industry enterprises in the process of the policy and it is not clear,the role of a series of problems need to be in the formulation and implementation of policies and concrete system level thinking and perfect.The fourth part introduces the construction policy of vocational education teachers in Germany,Western countries in terms of the mature experience,optimize the problems in the construction of teaching staff system of China?fifth part,put forward the policy Suggestions of perfecting our country's vocational education teachers,including attention to policy decentralization and policy innovation under the new situation and improve the relevant laws and regulations,vocational education teachers to improve and clear description,speed up the related policies and standards,rigid-flexible economic optimization intellectual attracting ideas multivariate main body participation in the policy process.
