The 21 century is an age of economic globalization as well as competition. It is becoming more and more competitive between countries, and the comprehensive strength of competition between countries is national quality competition, whose development depends on education. Quality-oriented education in China plays a key role in the process of cultivating talents in colleges and universities. As we all know,quality-oriented education in our country, since its introduction, has been conducting for more than 20 years, and made some achievements. However, we should also notice that accompanied by those achievements, there are still many problems, resulting in the not-very-high quality of cultivation talents. Therefore, the strengthening of quality education and cultivating of high-quality talents needed by social development, are important subjects of study in colleges and universities in China and are required by the deepening of the reform of colleges and universities and enhancing China’s overall national strength, thus to realize the great revival of Chinese nation.This paper, based on the requirements of ropmoting quality-oriented education in the National plan for Medium and Long-term Education Reform and Development in2010-2020 issued by the Ministry of Education, and the requirement of deepening the comprehensive reform of education and promoting quality education in the 18 th Party Congress and the 3rd Plenum’ Meeting, studies the quality education in Colleges and universities in China. This paper outlines the relevant content of the development of quality education in colleges and universities at home and abroad, defines the basic connotation of quality, quality education and quality education in colleges and universities. On the basis of the former research, it takes the comprehensive development theory of Marx’s doctrine and the theory of humanism education as itstheoretical support. Through the process of data collection-data processing-data analysis-theoretical study-survey and analysis-countermeasures study, using literature research, questionnaire survey and interview as research method, a questionnaire survey was conducted on 300 students of three colleges and universities, and uncovered problems in the curriculum system, teachers’ quality, campus culture environment, social practice ability, and the evaluation system. After analyzing the causes of the problems, it finally comes to the suggestion: the quality education in colleges and universities in Shaanxi Province can be improved by setting up Chinese traditional culture courses and constructing the curriculum system of cultural quality education, clarifing the goal of quality education and comprehensively improving the quality of teachers in colleges and universities, promoting traditional culture, creating the campus culture and promoting the social practice ability of college students,establishing the evaluation system of quality education and improving the evaluation system of quality education in colleges and universities.The final purpose of this paper is to investigate and analyze the status quo and existing problems of the quality education in colleges and universities in Shaanxi, to analyze the causes of the problems and put forward the countermeasures to improve the quality education in colleges and universities, so as to cultivate high-quality talents in line with the needs of social development.
