Now, there are serious problems of highly skilled talents, such as shortage of highly skilled personnel and mismatch between skilled demand and supply. The other important thing is the highly skilled talent play more and more important role on the development of shanghai. The shortage of highly skilled talents in shanghai is bound to become social and economic development bottleneck.In the case that supply shortage of highly skilled personnel, the economic development needs highly skilled personnel further increase. The paper, based on an extensive literature review, has reviewed all of the contents and synthesis. The contents included the concept of highly skilled personnel, matching supply and demand relationships, influencing factors, and imbalance of countermeasures literature. According to the analysis status of highly skilled personnel in Shanghai, the paper pointed that Shanghai high-skilled personnel was proposed in the aggregate shortfall, and because of the highly skilled personnel shortfall that can not meet the requirements of economic and industrial development in Shanghai. The industrial structure deviation, vocational colleges professional teachers, training venues, and other professional settings need greater degree of talents, and these problems hadn’t been met. The paper will to study the presence of inadequate professional capacity building and other issues, and the problems of theoretical analysis.Based on the current situation of highly skilled personnel Shanghai, problems and cause analysis, the paper analyzed the factors affecting the highly skilled personnel from highly skilled personnel growth factors and supply and demand factors. The following step next the study, the relationship between supply and demand matching highly skilled personnel were study and made Shanghai highly skilled personnel both from the gender,age and other demographic characteristics, economic characteristics of the region, industry,education or in vocational colleges, businesses and other factors. Taking these factors into account and from supply-side perspective of supply and demand of highly skilled personnel in Shanghai,we found that large deviation between demand and supply, namely Shanghai supply of highly skilled personnel can not meet the Shanghai economic development. Industrial transformation and upgrading bring a strong demand for highly skilled personnel.In this paper, the monitoring center to get through the labor market and the Shanghai government website and Statistical Yearbook and other channels required research data,using a combination of qualitative and quantitative methods to analyze the impact of highly skilled personnel for matching. Supply and demand factors were analyzed, and the future of Shanghai High the quality and quantity of skilled personnel demand of highly skilled personnel required to use GM(1,1) and coefficient of variation prediction analysis method is proposed to implement the program.In the final thesis, is more suitable for exploring Shanghai high-skilled personnel training mode. The paper studied on United States, Germany, Britain and other developed countries, these training models have been studied to try to study abroad by highly skilled personnel training mode to identify the overall trend of skilled personnel, and propose an adaptive model based on theories and policies, to address the supply and demand of highly skilled personnel mismatches provide clear direction and provide a theoretical support for the training of highly skilled personnel.
